Abilities
Haunt (Poisoned Spirit) should not be swapped out
Locust Swarm is fine on any rune, and may be swapped out for anything depending on your build if you have Wormwood (Mass Confusion, Hex, Horrify Pirahnas, Summon Zombie Dogs)
Soul Harvest is essential to the build. This rune isn't essential, but complements Sacred Harvester.
Spirit Walk is essential for keeping you safe
Pirahnas increase your damage, group up enemies, and deal some extra damage, but can be swapped with Mass Confusion, Hex, or Horrify if you prefer.
Hex helps with crowd control and gives more increased damage.
If you use The Grin Reaper, you'll want to work in Spider Queen, Pyrogeist, and/or Acid Blob. The mimics will not cost locust swarm or hex.
Passives
Spirit Vessel is standard for any hardcore Witch Doctor
Creeping Death is vital to the harvester setup here
Grave Injustices is not essential, but it reduces cooldowns so you can keep casting your cooldowns
Alternatives
Jungle Fortitude may be viable for damage reduction
Pierce the Veil may be viable for 20% damage increase
Tribal Rites may be viable if you use a lot of cooldowns other than Big Bad Voodoo
