This build focuses on maximizing damage with star pact. Most of the build is very similar to the solo Talrasha build anyone plays at the moment but the core of this build is in mirror ball + conflagrate + Conduit. Unlike any other primary skills, conflagrate is the skill with highest proc and it pierce through monsters. Which means when a pack of monsters are clustered together with blackhole, it would only be matter of 1~2 seconds for you to use star pact and recharge arcane back to full. So you will be able to spam Star pact at your opponent. For passive prodigy and unstable anomaly are only necessary if you feel the need for it so feel free to change them in to other passives such as astral presence, Blur or glass cannon.
I know there are alot of users who enjoy using serpent, if you do you can change conflagrate with glacial strike and blizzard with mammoth hydra. Since glacial strike is AOE damage it would generate alot of arcane as well. If so you will have to change Talrasha's grasp with tasker and theo, and use ring of royal grandeur.
Important! Since I don't play SEASON I had to use black hole, but for those who play SEASON, Ranslor's folly + Energy twister would be a much better choice for sucking monsters into single location.

Build Guide
How to use this build
1. Use black hole or energy twister(seasonal) to drag monster in one place
2. Use blizzard on top of black hole to freeze the monsters in place
3. fire magic missile at the pact to refill resource (should only take one or 2 hits)
4. strike the enemies with start pact
repeat 2~4 and only go back to 1 if you need to repackage the monsters.
