You might want to try getting a belt with Life Steal on it and switching from Inspiring Presence to Bloodthirst. I find the 5%+ Life Leach to be pretty amazing, although my DPS is a bit higher than yours at the moment. I haven't ever tried a life regen build, so I can't comment on its effectiveness. Perhaps someone else uses that and can give you tips if you want to keep going in that direction. I would guess that 70 AR is going to give you far greater survivability on the boots.
One other thing I'd recommend is switching from WW to Hammer of the Ancients with Smash. It does 400% weapon damage and is incredible with a 2H especially against ubers. I use a build with that and it is pretty powerful. I also like combining it with Wrath of the Berserker with Thrive on Chaos to keep Wrath up for a long time during uber fights. It is less effective on Maghda uber fight because of the movement involved, but on the other two uber fights I can often stay in Berserker for the duration of the fights.
I'm still split between which Barb I want to level. There is something extremely compelling about trying to hit 100 in hardcore... It would be devastating to lose a high Paragon level hardcore character though.

It's very difficult to get AR gear below level 50, and you should be fine without it on Nightmare. In Hell it isn't even really essential until Act 2 or 3.
Might be different for a Monk, but I've gotten two barbs to 60 in HC and neither had resistances until I could hit level 51 and even then it was only 100 or so. At level 54 you can get a big bump up in RA gear.
Of course, you could potentially stack one resistance type and use the Monk passive (not sure what level that unlocks) to get your RA fairly high at a lower level.
My barb just got decent damage and I went with LoH gem in my weapon.

I had extra resists so I didn't mind losing some to be molten... cause yeah, it's awesome.

Also, you can get them for far less than 50m. I spent 6m on mine and they have well over 100 strength on them.
