But D3 is not region locked so he should be able to play on the EU when they go live. Hell, everyone should be able to, right?

First question: No, nothing else happens. Second Question: No. The CE is not available for pre-download.
Note: Diablo 3 is an online only game. In order to play you must have a Blizznet account and Diablo 3 game key. I am assuming that most of the character files are saved on their servers and not on your computer.

The problem with that, is that Diablo games don't have out of combat. It's the main reason they were messing around with the skill locking mechanic. The devs have said at Blizzcon 2010 and 2011, that if WASD was as solid of a mechanic as the mouse, it would have been in the game.

The reason why the devs did not put it in. They did not want an inferior mechanic in the game and in this case wasd is inferior. In Diablo, one wrong move can kill you.

As far as lobbies go, I am not sure. Anyone can start a game or join a public game for a max of a 4 man co-op in a PvE setting. For PvP, you must enter the Arena Area. I can't remember a lot of the details since they have changed and that D3 will not be shipped with PvP. There were talks of it having a match making system based on skill, but no rankings. I have heard there being anywhere from 1v1 matches to 4v4.

There is a real change in mob size. Mob size of a solo game is greatly less than in a 4 player game.
