As far as builds go for once you eventually hit 60, WD's have a lot of viable builds, but probably, in terms of speed and efficiency, a varient of the grave injustice + gruesome feast build would be your best shot. You can find a lot of info in a post on these forums called "Spirit Bears (End-Game Farming Build) by a poster called Ruppgu. Another popular end-game build is the 0 CD Zombie Dog + Sacrifice build, but I don't have any experience playing that build, so I'll give you the gist of the Grave Injustice + Gruesome Feast build:
The key is having enough pick up radius to make Grave Injustice and Gruesome Feast work. This is normally taken care of by the off-hand, Thing of The Deep (gives +20 to pick up radius).
You can swap around a few skills, it basically goes like this:
A) Get zombie bears.
B)Choose primary skill of your choice (poison darts, spiders, toads, etc).
B2) You can opt to skip the primary and just have zombie bears as your main attack. If you choose this, then pick another utility skill; more pets, horrify, mass confusion, or even acid cloud. (using acid cloud in conjunction with bears takes some high-end gear though).
C)Get the following utility skills:
1) Spirit Walk (with your choice of rune).
2) Soul Harvest (normally the damage rune).
D) The last two slots are up to you, a lot of people opt for one pet and another utility skill such as Big Bag Voodoo, some people like to have both Gargantuan and Zombie Dogs with them, some people like to use Sacrifice + Zombie Dogs (with the Pride rune for mana regeneration, or For The Master rune for HP regeneration.
E) The 3 passives will be Spirit Vessel//Grave Injustice//Gruesome Feast.

Regarding the MP, yes the loot tables will be the same across all Acts once you set your game to MP1.
In terms of choosing to farm Act 3 over Act 1, here's what I think: Act 3 has a high density of mobs. There are tons of trash mobs and elite packs in relatively more condensed areas. I find that if I farm act 1, there's a lot of downtime where I'm not killing things.and just running around looking for things to kill, whereas in Act 3, I'm almost always downing some mobs or elite packs while progressing through the areas.
