That really doesn't address the fact that it is developed on consoles. That's just saying that they like to show it on 360.
Here's where they talk about developing it on consoles:
Bethesda’s Craig Lafferty has laid out some flamebait by suggesting that The Elder Scrolls V: Skyrim has been developed primarily for consoles.
“We use the consoles as our lead SKU,” the Skyrim lead producer told CVG.
“So we develop towards the consoles and then porting to PC is usually not too bad actually .”
Lafferty commented that the current console generation is still going strong.
“We could get a lot of the current hardware; we learned a lot from Fallout and Oblivion – and also it became clear with Kinect and [PS] Move that the new consoles weren’t gonna be soon enough for when we wanted to launch the game,” he explained.
Meanwhile, comments about opening the game to a wider audience seem almost designed to further set the core to raging.
“We wanted to take it and make it really accessible,” the producer said.
“… We still have the complexity behind the scenes, but we wanted to make it so that you could pick up the controller and play and it was easy; the average person could get into it.
“We knew we wanted to make the user interface a little bit more open and available … get away from the stats and things like that.
“We’re all big apple fans, so slick users interfaces is one of the things we really wanted to do, make it real natural and polished. You’re gonna be in that menu a lot.”
Keep in mind that this was developed on consoles and then ported over to PC, so the PC requirements are bogged down by the capabilities (or lack thereof) of the consoles' hardware. Pretty much, to keep this generation of consoles alive and kicking, new compression techniques need to be developed so the consoles can run them without, metaphorically speaking, throwing their backs out.
Of course, taking into account that texture packs will surely be developed by PC modders, the actual size of the game can increase by quite a bit after release.

Did you see Daemaro edit his post and delete the edit marker? (I kid, I kid)
I just don't see any other way of balancing the game; I know that there will always be dragons (even after you finish the main quest), but do I really have to kill 3 dragons so I can use a level 3 dragon shout? It makes more sense to altogether limit the amount of times you can use that spell, not outright lock the ability to use it until you kill 3 more dragons.
Of course, maybe they will become easier as you level up. Maybe dragon souls will be like the varla stones of Skyrim.

I've always just been a warrior type and I guess that's what I'll be this time around. Sometimes I take on an assassin character, but I find that it gets kind of boring pretty quickly, so I pick up a sword after that and try to be a warrior.

The second to last picture is, by far, my favorite. I remember reading a preview a few months back that said there would be an "aurora borealis," but I didn't know it would look that good. That whole picture just looks really good.
I assume that this landscape will be present in the northernmost area in Skyrim. The borealis becomes more vibrant the closer you get to the poles, so it only makes sense that this would be more towards the top of the map.
Anyway, great pictures.

The loss of certain stats didn't really bug me. I mean, when I leveled up in Oblivion, I just increased whatever stat would have gotten the greater increase.
It was a weird system. I'm glad it's just easier to be what you want to be without the worry of having to choose a class or any of that crap.

There are significant graphical improvements that have been made. At first, I didn't like the look of flowing water, but after seeing gameplay videos and the such, it does look very natural and nice.
But, then gain, the combat is still kind of "clumsy." Certain moves that should have a significant impact on an enemy's health just takes a chunk out of it. It's still like Fallout in a sense. I remember watching the first gameplay videos and Todd Howard cut a guy in the neck and he just stood there. That makes me cringe every time I see it because I thought we were past the whole "I cut you and you don't even look like it phased you at all" era.
I'm still very excited for this game. I don't know any friends who aren't.

Yeah, the modding community is really something special. The only thing that really gets on my nerves is the overabundance of overly-sexual race mods. Aside from that, I feel that the modding community has something good to offer for any problem that needs fixing or any addition that can enhance the game.
That's why I'll be modding, but mostly for myself.

Notice how they didn't even get the producer right. Blizzard isn't involved in TES in any way.
In my opinion, PC may be better in the long run.

13 days = 312 hours = 18720 minutes = 1123200 seconds
But think about it this way; there, a second just went by. And another. And in the time it took you to realize that, another second has skidded away.

Do you really have to kill dragons to use them or just to unlock them?

It was a pretty good article. I had already read it before Siaynoq posted it though cause I watch Skyrim news like a hawk nowadays.
