Like I said before, that concept is over a year and a half old. there were issues that led to it not being implemented. But I am not saying the situation hasn't been resolved, I am merely saying this look for a layout is not very new, well at least for me anyways.

Not entirely sure how that happened, but that is a concept a proposed new look for the site. It is a year and a half old I think. There were some issues with a coder and/or the coding, and it was never implemented and instead moved to a "vault" and put into storage for later use.
There was but a handful of users here who have seen that layout, I am one of the few who remain behind. You had to be here in my younger days to have seen it.
I think it may still be used, it is a very good look and layout. Very Diablo-esque.
