Problem is if you leave this standard PVE loot , its gonna be unbalanced with toughness. If you make special PVP only gear, nobody would play PVE as much.
Lets take for example new monk set. 7 sided strike makes 14 hits ( with new fist) and each does around 800m dmg. While monk is immortal during that time. So thats 11.2 billion dmg spammable every 2 seconds. Nobody can ever get such toughness , even with gold belt. So it would come to which class can evade dmg better (DH comes to mind) and which class does have most cheat death procs+passives.
Dmg resistance of each PVP participant would have to be 80-90% per default and CC should be cut even more. Otherwise no matter how much toughness, everyone would one shot each other and player with more cheat death passives would always win.

If you read Tolkien 9:4-7 it tells you that the Ents, although peaceful trees, have the power to rip entire boulders out of the ground. That's quite scary.
Cookiestein, how would you deal with bloodshards selling for real money on 3rd party sites by deliberately losing so that the buyer would get tons of shards during some period of time. For example botting house with 10 players would constantly engage in pvp with buyer and sell their shards,,, While one is in fight other 9 farm for shards... And rotate.
