I spent about 2 hours beating my head against the wall that is phase 2 in this fight. After finding this thread and reviewing the videos linked within, I found myself in Act 3 without any trouble.
In order to complete the first two phases I followed the video linked in this thread. I stood in the far right side, kept my Vydra/Blizzard down while spamming Piercing Orb. With Arcane Dynamo that would make subsequent Blizzards/Vydras more powerful for that phase.
For phase 2 I also executed exactly as shown in the linked video. I threw down a Vydra/Blizzard, then activated Archon and went to town on Belial. After two hits I used a pot, took the third hit, then he moved away from me. Archon faded shortly after he moved, so I dropped a new Vydra/Blizzard and finished him off with Piercing Orb. Never saw another enemy during that phase besides Belial.
For phase 3 I followed the guide laid out via the Witch Doctor video, wich the exception of standing on the yellow stone (I believe that has been hotfixed). This phase became so much easier to me when I was prepared and new what attacks to look for. This phase is 100% about surviving and movement takes precedence over performing a damaging attack. I simply kept Vydra/Blizzard on him and would Orb when I felt comfortable. Again, with Arcane Dynamo I was provided a good increase on my Vydra/Blizzard attacks.
To complete the 1st and 2nd phases in this way I highly recommend that you have as close to 30k damage as possible and a high attack speed. This method is very dependant on downing enemies quickly in phase 1 and bursting Belial down in phase 2. I did all this with2h weapon with +800 health on hit and 1.0 AS. I also have a few items that increase my AS but I don't believe it's over 1.5 total.
It's a really tough fight and I complained to my friends for 2+ hours but the feeling of finally defeating him solo is so fantastic. Keep at it and good luck!

My stats at the time I defeated Belial were:
- Damage: 28k
- Health: 29k
- Armor: 4k
- Resists: 500
