As stated above currently it only matters for basic attacks. However non elemental Damage gain full benefit of the % damage affix so until blizzard fixes the you are further ahead using a weapon with non elemental damage.
I have been playing around with a Strafe build on the beta. I have the pants that RasAlgethi24 was talking about and they help a ton. I also have been using quite a bit of resource reduction gear and I can pretty much spam FOK and as long as there is enemies around I do not seem to run out of resources to often I'm pretty much only speed running bounties on normal mode but this build flies through and is pretty fun overall not sure how it will fair on the higher levels though.
