Just had this idea, a consumable item just like Ramaladni's Gift, or even more rare, when you consume the item an npc appears and it will let you choose any item in the game, i think something like this would really help out people trying different builds but can't because they are missing a specific item .
So, because you are unlucky getting that 1 item you really want (don't know, most people were going for furnace last patch, now it will depend on your class what you really want I guess) you add another item in the game that is super rare, as a chance to get it? Cause, be honest, nobody will use this item to get *name item* to try a "fun but probably not efficient build". This will be used to get *name item you are missing for most OP build for your class*.
Conclusion: it would be as good/better to increase the dropchance of super rare items, because everyone will get more of them, and you might get another fun item you would never buy (thinking about wand of woh as an example, currently no competive player on leaderboards uses it) but would actually let you play different builds. The way you suggest it, players with the most hours played should have the most, giving them an extra shot (after random drops and kadala) to upgrade the gear. It would not help the casual player as much (compared to higher dropchance) but make the top players distance themselve even further from others.
In the end, with the quick change of items/builds (skill and item changes and new items every patch), the game became: PTR to theorycraft builds, farm your BiS items with random setups depending on your drops, try to rank on leaderboards with "the best build" for a few months (even with season being 4 months this time, PTR will probably be up for more than a month). There is no more real time to try out builds, so no need for this item.
Just suggest vendors would have a (low) random chance to sell legendaries, maybe put it on those random spawning vendors only. This way people would at least explore parts in the open world they normally wouldn't. Or ask for the AH back (I wouldn't be against it).
But asking for something like this looks like a hidden "my RNG is bad, others have better items and I have a way to solve that" thread, just like the "we need a Ramaladni's gift that would turn an item into an ancient because ancient weapons are to hard".
Sorry if you legit wanted it to try different builds. If you do, you are a minority, and as explained before, I think it would hurt the game more than do it good.
