I typically try to clear the area around it, so I don't chase it into a huge horde of monsters, and/or get around the other side of it to chase it into an area I've already cleared.
Sometimes, when it starts to open a portal I'm able to disrupt its casting, and chase it more and possibly kill it. But several times recently, its been opening an escape portal and I'm standing there blasting it with a spell, and it still finishes the portal and disappears.
So what is the best way to disrupt the treasure goblin from opening its portal?
You can only interrupt them one time. So if they start to open and you interrupt you have to kill them or they will eventually open a portal and go wherever it is that treasure goblins go. Once your gear is good enough to be effectively farming whatever area you want to farm, you can pretty much ignore everything else and go for the goblin.
PsiStorm says you can interrupt twice but I have not noticed that. It's completely possible I just don't pay enough attention and or have not had to interrupt twice. Same basic concept though, you have a finite number of times to interrupt.

I do love chasing them down, and know about chasing them into a corner trick. That usually works well. The key, like you say, is to have enough defence and DPS to ignore other monsters and kill them quickly.
I wish the corner behavior was more consistent. I have chased them into a corner before and had them stand there and take their beating for a few seconds that made the difference. I have also had them run into a corner and then completely ignore me and the corner and run right out showing no indication of collision mechanics. Maybe it was a lag type issue, who knows, but sometimes they don't want to cooperate. It might be my perception, but it seems more common in higher difficulties so I have always assumed it was improved AI as you level to increase the difficulty.
As Nausicaa pointed out, the final portal is based on a timer, and becomes unstoppable once that timer kicks in (whether you are chasing it or hitting it, when that timer ends, the cast begins and doesn't stop until the goblin is gone or dead).
There are two big things to consider when looking at killing goblins: your DPS and your ability to herd them.
There are minimum DPS requirements to kill goblins (somewhere around 10kish, but possibly lower if you can keep them perpetually slowed). This requirement also closely ties in to the second issue - controlling their movement. Goblins will always attempt to flee in the opposite direction of you. They also attempt to flee at relatively consistent intervals. If you can herd a goblin towards an enclosed area (corners of caves, dungeon entrances, small rooms, edge of the map, etc) you will have an infinitely easier time killing them.
Melee on open maps are going to have the toughest time killing goblins, but it is possible with a little bit of "gaming" the movement mechanics. Just remember to try and get them going away from unexplored areas, and peg them into a corner with some 'dancing' to keep them there.
In multiplayer, unless you're with a good group in terms of communication, remember that all rational thought gets tossed out the window when a treasure pygmy is spotted. All of it.

My "favorite" is when you tag a goblin without realizing it's there. Happens to me on my cyclone monk from time to time and I end up following the trail of 1-2 gold pieces until it just stops.
In multiplayer, unless you're with a good group in terms of communication, remember that all rational thought gets tossed out the window when a treasure pygmy is spotted. All of it.
Its even easier to corner them in multiplayer games, don't stack on top of your allies, instead, form a semi circle with the other players while backing the gob to the wall. He won't run toward any of you, so he'll stay at the wall.
What's that dude's deal, anyways? Poor guy is just minding his business with his sack of wares, and all of a sudden, he's getting attacked for his stuff ! And where does he go when he portals? And why is this cat so rich !?
Is that even possible? I mean, I've completely annihilated goblins in normal mode and they don't die in 1 shot - like the damage against them is throttled to a max percentage of their hitpoints.
I think the most frustrating thing has to be when you spot a treasure goblin, and plan on going around it, to chase it to a safe corner, and your follower scares it off with a spell. Then you have no choice but to chase, and hopefully herd it some place safe.
And I have to agree with Faithful. My brain stops functioning in the rush of excitement when I come across one of these 'friendly' creatures. It must be one of their special powers.

Most of the time, I find treasure goblins surrounded by tons of champions, and/or regular mobs, and since my computer sucks, lag often allows them to escape.
