The witch doctor has had mana recovery skills since forever, the monk has almost always had spirit generators, so it was really just a matter of rolling that philosophy out to the other classes, and demon hunter was the most recent (and visible now that beta is live and we're exposing all that data).
Now, I've been playing around a lot with the skill calculator, but I'm not sure what Bashiok was referring to. The only mana recovery I could find were some runed skills, but that's not the same as hatred/spirit/furry builders, or even signature spells.
Every class now possesses a few forms of attack skills that are not resource dependent. I can't find the WD resource recovery skills. And I can't find spells that cost no mana, except for spells with insane cooldowns.
Can someone please tell me how the WD is supposed to operate in that regard.
He could possibly be referring to the two passives that are tied to skills? Vision Quest gives you 300% extra mana regen when 4 or more spells are on cooldown, and Rush of Essence returns 200% of their mana cost over 10 seconds.

My place really was here. I was too foolish and stubborn to notice. But, what I truly hoped for then was here. Why do I always realize it When I've already lost it.
Oh, yeah. So stupid of me. I totally forgot about the passives.
In all I counted 5 passives that affects mana in some way:
Circle of Life - Gain 10% mana from health globes.
Spiritual Attunement - Increases maximum mana by 20% and regeneration by 2%.
Vision Quest - 300% extra mana regeneration when 4 or more skills are on cooldown.
Rush of Essence - Spirit spells returns 200% of their mana cost over 10 seconds.
Blood Ritual - 50% mana cost are paid with life. (technically it's not direct, but it still helps with mana cost indirectly)
Those are actually quite huge and each have a lot of variety.
