The problem here is not the gem. Yes the gem combination to aim at for end-game is: Taeguk / BotT / PE.
You should reconsider your build in the first place. For example, do you generate enough fury from your ancients + Hexing pants to sustain Berseker's rage? If not change the WW to Wind Shear. Actually, the tornados are not that strong without the wastes set. They do help but the DPS comes primarily from your WW. Also, another option would be to drop the Bulkathos passive for either Unforgiving (fury generator) or Weapon's master a fury generator as well since you are using a mighty weapon. In any case, if your fury is not close to max most of the time, berseker's rage passive is overall inefficient. Also, pretty soon I would replace the Brawler for Ruthless if I were you. Big guys drop quicker.
I see you are also using F+CoE ring combo. If you use the Fn'R combo the overall damage is more consistent especially with FC activation every few seconds.
EDIT: Add a ruby to your helm to increase exp. If toughness is an issue you could consider WW- Blood funnel and then a fury generator passive spell (to compensate for the lack of Wind Shear in case you used it to begin with).

Tageuk, and?

Finally, for the War Cry I would probably go for Impunity to increase all res because they could provide you more toughness effectively. Read here: https://www.reddit.com/r/Diablo/comments/23gz1v/should_you_be_stacking_all_res_or_armor_an/
