I see you are using Chrome check the following steps below to see if we can troubleshoot this issue:
- Clear your web browser history, cookies and cache(For all time).
-- Make sure Chrome is upto date you can manually check Here.
-- Make sure you temporarily disable any Extensions that may block scripts or ad-blockers that could conflict with the verification system.
- Disable any VPN/Proxy software or settings that would otherwise hide your location.
If the issue continues you could try another web browser Internet Explorer, Edge, Firefox or Safari. You may also attempt to make the purchase in side of the Blizzard app itself by logging in -> Click the SHOP icon at the top of the app -> Select the Diablo III icon, attempt to make the purchase that way.
