There has already been clues in game and in the pre-lounch events and animated vids that Imperious is already partly corrupted. He has changed from Aspect of Valor into Aspect of Wrath and it was Diablo's long term plan to do so. This, along with Malthael having emo mood and Tyrael giving up his power, let to disorder in the Heavens. That might not sound like much, but if you read the lore in campaign with every class, and i mean EVERY bit of text, you would know that in order for another angels to be born (from the Crystal Arch), the entire Heavens, including the Angiris Council, must be in perfect harmony, otherwise no new angels are born. To summerize, only 2 of 5 council members remain intact (only Malthael missing was eneugh to stop new angels from emerging from the Crystal Arch), entire Heavens are decimated and the Crystal Arch itself may be partly corrupted by the Prime Evil. Simply said, there are no new angels being created and there is no way they are ever going to be, for that the council has to be complete and in harmony, which is not possible with the original Aspects, and also they cant be replaced if no new are born. And with no new angels, the heavens' military count is final, becouse demons are constantly spawned, and sooner or later, all angels will go extinct and even if humans win, there will be no "light side" to turn to, leaving only the Burning Hells as dominant power. Hell won. Angels lost. Humans are forced to turn to evil. Have a nice day.
