As implied on the post, it's clearly meant to be a "niche" build for speed running, cache farming and/or fast clearing of normal Rifts. It's also particularly good if you're just starting a Season (!) and need to level up multiple gems, (or still looking for specific high-end items), allowing you to go through GRs of lower difficulty much quicker.

I think it should be obvious (despite the author mentioning GR a few times) that most of the build isn't intended for competing on high GRs. It doesn't focus on damage above everything else, it's mechanics don't work as well (or at all - Warzechian, Hoarder, Fear). Fearing enemies when it can take a while to kill them is a huge hassle and will hinder you more than anything, but if you're nearly one shotting them (T6 farming...) it's a non-factor.

When he said "stacking tempest rush to 100% faster", I was under the impression he meant "stacking it to be faster". The combined bonuses of Wreath, Tailwind, 35% gear/paragon (assumed 35% was from Fleet Footed by he doesn't have that) and Boon (which you can easily keep up). That's roughly 100%~. Ring and Warzechian would kick it up another 80%+.

Either way, when looking for different builds that are meant to be either for fun, for lower geared character or not for the leadarboards, the concern isn't with absolutely precise number information (obviously that's preferred) but with the concept of the build itself. Is it any interesting? If we only care about top-tier leadarboard worthy builds, then we're not ever going to feature any build in a period of 6+ months.

The way I saw it, this has the potential to be useful when farming T6 Rifts (or lower) for better rolls on specific slots, or a sought after legendary that hasn't dropped yet; specially when playing solo.

You're right in every remark you made. There's no arguing against them. Some skill choices may be debatable, but let's move on.

Btw, I'd never consider any feedback on the news "hating" - ever. Even if someone came off as a complete jerk and flat out flamed me (you didn't - just supposing), I'd try to find something constructive in it, where the person is coming from with his/her comment. That means I consider posts like yours very seriously for future news posts.

That said, I hope you didn't see my comment as a harsh one. It had no intent to prove you wrong, because you never were, or even disregard your opinion. It was just meant to give a different perspective on why builds like these are given attention in the first place. To incentivize (and sort of reward) our members on making more of these non cookie-cutter builds, specially when they have a very different flavour (in this case insane movespeed). Builds like this one seem far more efficient for instance, and are also very appreciated, so I'll be constantly on the lookout for these.
