If I had to guess, yes, that would make sense and is probably what it is. There was also probably a monetary limit set that the people who planned this sweepstakes couldn't go over. This would apply to the heavy extra fees from flying in from outside continental North America and the extra money they would have to shell out for settling legalities in other countries (which require special lawyers).

That would just be me guessing, though. That's normally how it is. Maybe the conspiracy theories are true and Blizzard really does have it out for places outside North America, because, as we all know, they make absolutely no money off of them

i think the reason they dont want people from other countries is that the american airports are already tight on security. *dont quote me on this, i have never been on an airplane since i was 1.* just saying.

also blizzard main hq is located in us. so they might just have personal preference to just have it here. or something similir.
