Tal rasha amulet is very good for its price. Just the base one with 5%dmg, 200int 70 vit 60%cd is already pretty good and it's around 100k's. With 30M you can probably also get cc as well.
Also at lvl 48 you can get a lvl 60 weapon with reduced lvl requirement. Just go on ah and search for barbarian gear (not for your character since you wont find the lvl 60 gear). You should be able to find a high dps weapon for under 100k and then instakill everything in hell,
I notice that Bliz actually changed the search criterion for reduced lvl requirement gears. Basically, if you are lvl 50, you can see lvl 60 items with -lvl requirement of 10+ now. A few patches earlier you wouldn't see those items.
I am no CM wiz myself but I feel your off-hand raw dmg is too low. (Your MH is fast, so the raw dmg on OH gives lots of dps). Maybe you can try non-set OH with cc and apoc if you are under budget.
Also, your vit seems low, so your %life on legs and amy seems wasted. Maybe you can try using rare legs (200 int 200vit socket included+allres) and rare amy (just vit loh and 2 of the trifecta stats) may be cheaper?

If it's just level, for low level just use fast hitting skills to proc your hellfire ring (one shot) a lot.
