That was considered at one point, but there was a huge outcry amongst monsters. It turns out they are all very concerned that players will make them look ugly on purpose.
I mean it's one thing to allow players to change their own appearance, but a whole other thing to allow them to change someone elses appearance. That wouldn't be fair at all.

Let's add one more item to the Battle.net Code of Conduct

Theorycrafting / Writing Guides
This category includes both postings and links to external websites presenting or promoting:

• Reports about the effectiveness of certain skills, items or builds
• Direct comparisons of skills, items or builds
• Any kind of guide or tutorial
• Details about game mechanics
• Instructions on how to obtain any of the above

If a player is found to have participated in such actions, he/she will:

• Be temporarily banned from the forums
• Be given a final warning, after which any further Code of Conduct violations may result in a permanent ban from the forums

No, I'm not mad. Just think it's funny how developers make an online game and then complain about the internet
