Was bound to happen. It was way over powered to be immune to damage 95% of the time when you can just perma seven strike. The build will be fine. It's a slight dps nerf as you wont be able to seven strike as much. The build was op to begin with so we'll see how it pans out.
Slight DPS nerf?
It's at least a 50% overall damage nerf if your character is even remotely geared.
Current Leaderboards for PTR in case anyone is interested
Barbarian: 72
Crusader: 65
Deamon Hunter: 66
Monk: 74
Witch Doctor: 66
Wizard: 65
Monk and barb is getting nerfed so I expect solo boards will all be very close at 66/65 afterward. As people farm for that perfect roll on new items and fish for perfect rift we might see 68-70 over time on live, barring any PTR changes.
4 player leaderboard is impossible to analyze since 99% of the 4000 profiles present are monk or barbarian.
Blizz also stated they are working on redesigning the way monster damage scales in rifts.
Hey guys! Just wanted to say thanks for taking the time to give us your feedback about scaling damage in Greater Rifts. One of the key goals of Greater Rifts is that they serve as a form of measuring stick for a characters power growth, and we feel that scaling damage is a very important element of their ability to function in this way. That said, we’re currently looking at our options for some possible adjustments to how this damage scales in the future.
We’re looking to disable permanent Crowd Control in an upcoming content patch to create more interaction with monsters at higher Greater Rifts levels. To complement that change, we will be also be evaluating how much damage monsters are dealing to players in that environment. One of our goals in the next major patch is to provide a more consistent Greater Rift experience while making sure that defensive Legendary items still matter.
To be fair some people do actually reroll after capping level, and reach 70 with way more of a single class than is necessary.
What does this have to do with the question?
First of all, leveling is so fast now that theorycrafting a level 30 item is a complete waste of time. The time it took to research and create this thread, he could have already been level 40 and rendered a level 30 item useless. Also, as bagstone pointed out, that information is 2 years old and completely irrelevant now.

Yea I find that late afternoon early evening has the shortest queue times in US Timezone. When I got on early morning the queues were much higher.

This gem has been nerfed, now each rank provides a 0.02 increase instead of 0.1
I still think it will be very powerful, nearly mandatory for most builds.

I agree.

Grats OP. Can't imagine how much time you must have spent on this.

If you get 50 mobs in a pack his thunderfury isn't going to hit them all/keep them all under cc the whole time where as a sentry will
