15% more dmg would worth it imo, since you kill faster, use less AP. With your current gear I would probably keep APOC on offhand, but I would aim to get second Grace of Light with 15% RoF on it.
it also worth mention, that with Shard of Hate 4 APOC is kidna enough to keep your AP high, especially with AP regen skills/passives.
But yea unless you manage to find new gear pieces I would just get 15% RoF on boots and replace familiar with different rune/spell. You also could try suing Storm armor with Power of The Storm Rune if you struggle with AP.
The way I see it. For this build, Black Hole + RoF Balck Ice is core abilities, Grace of Light is mandatory item and the rest, imo, it's all comes down what you personally feel missing, damage? defenses? resources?
You should try black ice, amazing combo with black hole, elites just melt in matter of seconds with good combo. I have also shard of hate and it is amazing weapon proc, it shoots skulls according to your attack speed and can crit as well, so you get extra arcane power out of it. I play on HC, so my build more defensive, my build if curious. But in your build I would change familiar to different rune or spell, maybe wave of force? to get benefit of 23% extra dmg from your bracers?
Gearwise I would get 15% RoF on boots and off-hand, that huge 30% upgrade for you! And get arcane power regen via passives/spells. I have also The Magistarte helmet and it somewhat useless, since if you have enough dmg to melt everything in matter of seconds, the extra frost novas won't be much of help.
