Mf doesnt increase the chance to get a higher ilvl item , it increase the chance to get a blue, rare , legendary like diablo 2 .
In d2 some item would only drops from hell baal or high lvl monster and the mf did not affect that , just the chance at getting a magic rare legendary item .
This is correct. Magic find does not affect the chance to get a certain item level, only a particular item quality. Magic find makes you more likely to get magic, rare, or legendary items, but it has no bearing on what item level those are going to be. Whether you have 200% magic find or 0%, your chances of getting an ilvl 63 are the same.
You always have the flat 8% chance to get an ilvl 63 item in Act 3/4/Whimsyshire. 200% magic find just means it's 200% more likely for that ilvl 63 to be a magic, rare, or legendary - based on their respective innate chances.
It's not the main focus of your post, I know, but some people aren't aware of this:
Ignore Pain with Ignorance is Bliss (20% of damage dealt is returned as life) is subject to the same penalties as the life steal stat on items. In Inferno, you are subjected to an 80% reduction. You only get 20% of the 20% of your damage as life. So in reality, the Ignorance is Bliss rune only gives you 4% of damage as life in Inferno.
I keep hearing people say this, and I'm 99% sure it is not subject to the 80% reduction. Back when I used to be the tank build with only about 8k damage, my health would skyrocket from 50% to full when I used this skill. I just can't believe that it would heal me that much with only 4% Damage to Health.
Since people keep saying this, I guess I'll have to go test it myself when I get home later. I really want to know if skills are exempt from the 80% reduction that the Life Steal stat is subject to.
Did you have any life on hit as well? It seemed to be true in my experience, and I recall Kripp testing it on livestream just before his Hardcore Inferno Diablo kill and he found the same thing, which prompted him to not use it for that fight.

As has been mentioned here and in other threads, your item's stats have already been determined. You just can't see them until you identify it. The sooner you identify it and sell it, the better off you're going to be. The longer you wait, the closer it gets to new legendaries being buffed, and people will not want to buy the old, worse ones.
They CE items are account bound, so you can create a new character, throw the items in your stash, pick them up on your existing character, and then get rid of the new character you made.
