On top of not providing official CE pre orders, there's absolutely no info given to us, not even a simply ''sorry, we can't get the CE confirmed because *insert template reasons*"... nothing...
Same situation in Russia, and there are no on-line shops that ship boxes to Russia. At least some of our shops now have CE's for 300$, it about 3 times more expansive than in other countries.
You should also note that with one handed weapon you'll have orb, which gives you +damage. BIS weapons from d3 web-site:

orb: Demi Lich, +110–405 Damage
two-handed stave: The Grand Vizier, 389–579 Damage, 1.00 Attacks per Second
For combination of wand and orb we receive: 199-569 Damage, 1.64 attack speed, for stave 389–579 Damage, 1.00 attack speed.
So overall damage of weapons is about the same, but with wand and orb you can kill things about twice as fast.
