It depends. Iron Skin snapshots - which means you need to cast it before Bombardment. CoE updates dynamically - which means you should cast Bombardment 1-2 seconds before physical comes up.
Basically looks like this: lightning comes up - midway through lightning cast Iron Skin, followed by Bombardment - and then run through the mob with your horse during the physical proc.

You.... You can't believe that they would take a successful idea from one of there games and implement a variation of it into another? I mean really, you can't believe that? Dare I ask why?
OT:
I'm not sure what it is your complaining about, WoWs getting something you seem to like the idea of and that's... Bad? I mean... How is this sad for D3 in any way shape or form? I just can't even comprehend that logic. If anything this is good for Diablo, as this could result in improvements to it's rifting system.

In my opinion the absolute fastest way to gear if your new to season is join T6 (T7 if ure para 100, T8 if ure para 150.. don't go above this id say) public games and just get carried. Seasons been out a while, so most people are geared to the point they don't care if your just following because everything gets 1 shot anyway... Craft sages set while you do this to get even more death's breathe and throw a ruby in ure helm for XP.
I started the season recently and using this method I got my full set and was capable of soloing GR 45 within 2 days of being level 70.

Welp, the buff is gone and the drops from the chest drops are junk... Very disappointing, I really don't get it. I feel like it can't be that hard for Blizz for example to say "ok rifts give an average of 6 legs/hr, so lets make it so that clearing a campaign act, farming bosses etc. give the same amount of reward" I mean, bounties/ubers are fine because they give unique and desirable rewards which I think is a good system... I just don't understand a reason to have content in the game and not to utilize it when I feel doing so would be very simple.... Sure they couldn't get it perfect, but if it's close enough just to add a bit more diversity into the game.
This is kind of how D2 worked.. Baal, mephy, chaos, Mlvl 86, council gold farming and many other farming methods were viable and that was something that kept the game from going stale for me personally.

Games are a hobby, for fun. If efficiency is a higher priority than fun in video games, to the point where you feel like your wasting your time if your not doing the most efficient thing... Your probably wasting your time playing that video game. Go find something you have fun doing.

Diablo 2 had multiple routes one could take to viably farm in the game be it key runs, torch runs, chaos runs, cave runs, cow runs, council gold runs, andy/mephy runs, baal runs... Every run different and rewarded a different type of loot. This in turn created build diversity in the game because certain builds were able to do certain types of runs better which in turn meant there was no longer just 1 or 2 items for every slot which trumped every other item in the game. This is just one of the many ways Diablo 2 does it better it also has better PvP, more freedom (allowing for player-run events such as the iron maiden game), the gear has more depth via a larger variety of stats, better player interaction, more depth to how loot dropped allowing trading to be possible etc.
What ultimately disappoints me the most about Diablo 3 is that Diablo 2 is 10+ years older and yet does almost everything better. Yes Diablo 2 is considered one of the best games ever made and so it may not be fair to compare Diablo 3 to it, but Diablo 3 is it's successor and therefore comparing the two and expecting Diablo 3 to live up to it's name is simply unavoidable. If it wasn't for the fact 99% of D2 players are bots/cheaters then even with the dated graphics and less-smooth gameplay I would choose to play D2 over D3 every time.

Did I expect a new expansion announcements? No. But I did expect a little bit more than "there's some new items/balance changes" I mean that's barely blue-post worthy news... End of the day, right now Diablo 3 is not Blizzards most profitable franchise so it got the least spotlight at Blizzcon.

Literally on the first page of this forum... Seems you didn't search very hard.

As a comparison if I don't have angels spawn then I can do 34/35 grifts but if angels do spawn then I struggle clearing 32/33 grifts purely because of the crazy amount of survivability they have. I love the Grift idea, but I dislike the fact that this mob spawning is the difference between failure and success for me.

For instance using your same example if you had 1mil base dmg and +40% damage or enemy takes 40% more damage you would get 1mln * 1.4 , 1.4mln.
If you had 1mln base dmg, +20% damage and enemy takes 20% more damage it's 1mln * 1.2 * 1.2 = 1440000.
Finding balance between CC, CHD, % elite dmg, % skill dmg, % element dmg, % enemy dmg taken and % dmg done is what causes people to do some truly insane damage.
