Well first off, there are not skill/talent points of any kind in D3. I think they felt most people would just plop them into their classes best stat, putting little to know thought into it, so they took them out.
As for a build, the beta is pretty limited as far as the amount of abilities/runes you unlock. It's kind of hard to make a 'good' or 'bad' build.
What I can say from beta experience is that pretty much all of the abilities are amazing. And if the base ability isn't the greatest, there's usually a rune that will make it that way.
You probably won't even have to worry about your build until Hell. Maybe in the later parts of Nightmare, though we cannot know for sure. But by that time, I'm sure there will be a magnitude of build guides out there that will help you refine your own build.
