"A while" = launch of D3. Probably worked in beta too, but I didn't notice it until a little bit after launch when I accidentally broke an item. I didn't learn about all the actual item stats until today, though. (I guess people used Mooege to get a list of all the affixes' values, which is something I haven't messed with, at all.)
Actually with the last patch 1.03b blizzard reseted some of their old hotfixes.
Remember the triple loot bug with monks exploding palm? It was back for one day.
This is the reason why they took down the server the same night again to fix these problems.
Like Molster wrote, the bid - buyout exploit worked before. And it worked on tuesday / wednesday.
Blizzard was fast with banning accounts and with the hotfix and it no longer works. But it did.
When Blizzard originally posted claiming they fixed the loot/stack bug, they only fixed the multiple stacks and not the loot portion. I'm not sure where the rumor started that extra loot no longer dropped, but I can personally assure you I was still getting 2x to 4x loot on packs.
Please note that this was as a monk, I have never been able to get it to work for the other classes as some people have claimed.
I want to add to this real fast. Regardless of what people think of blizzard with Diablo 3 and botters/hackers. They are seriously hitting this harder than most of their gamees. The amount of S&D blizzard is sending out compared is rather interesting, ban waves also seem to be going out more often than other blizzard titles.
They also finally started banning (some, not all) people running automation scripts (not bots) for ZK and AH sniping.

Banning people based on text alone is not a good idea, which is what you seem to be implying to stop spam. I know I've retyped a gold seller's spam to a friend before just because some of them are pretty hilariously bad. (Or just to mess with them a little.) You could say people shouldn't joke about it, but shrug.
I'll admit I didn't read your article on dealing with spam though, and I'll say up front I'm also not really interested. (No offense!)

Dunno about the other guy, but I know I never do. I never claimed to be a decent human being - I take what I can get from others as well as what I find/discover and keep it to myself. This is regardless of whether or not I use something. (e.g. I would never use something that can get me clearly banned, but it is still fun to see what works and how it works.)
Main reason for this is that I really don't want to be associated with anything "bad" with Blizzard, but also because it is fun to see how long it takes other people to figure stuff out and then on top of that for Blizzard/[Other Company Here] to fix it. Some men just want to watch the world burn, etc. etc.
This however would have to run through the server, which would mean it'd be checked (or should be like everything else) and you can't trick that.
Who's to say they have restrictions in place that prevent you from telling it to process a buyout command on something that only has a bid? Obviously if you try to do this to an item with a buyout, it'll say "Hey, these buyouts don't match." but how can you be sure about that with bids?
Oh, and I like Blizzard, I want to have faith in them just like you do Daemaro, and I usually do. But in the end it is the world against a relatively small group of people. They can't prevent/see everything coming.
Hacks and exploits always get out and found about quickly if they're real because loose lips sink ships as the old saying goes.
That's exactly why I used the WoW dupes as an example in my last post. (this is a D3 forum, I know!) And what about private dupes in D2? Those didn't all become public (right away). Pretty similarly there are very private bots/hacks/tools that are kept that way to lessen the chance of being detected. Sharing is cool and all, but not everyone believes in it.
People usually are a little less willing to part with their money making secrets. Though that doesn't stop them from bragging about how much money they are making and their victims complaining.
Edit: And yeah, I know talking about "mysterious, private" bots/hacks/exploits without a source makes me sound like a less than credible poster, but I can live with that.
If it only works in those cases it sounds more like the clock changing thing but the server won't actually send the item when it checks to see if the data is correct.

Obviously this isn't very good proof, but I figured I'd add it since the OP said he's seen videos of it. Also on ownedcore (edit this out if you want since you're a mod) it was moved to the elite section pretty fast. The thread there was titled "possible rmah exploit buying items minimum bid."
If it's legit we'd be seeing tons of posts and videos about it.
With how much money there is to be made from it?
I would imagine the only reason it would even be mentioned in public would be because of people that are the victims complaining about it. There are legit WoW dupes too, but I know I couldn't find a legit video of one in action if my life depended on it.

That specific phrase is detailed UNDER Life Steal, just cause the phrase includes "Life on Hit" doesn't mean it affects that stat, just that its their choice of words used to detail Life Steal.
Notice how the section you're reading is bolded as "LIFE STEAL".
Notice how there is no Life on Hit section and only a Life Steal section?
Notice how there are no life steal gems, despite it mentioning gems?
Notice how there is no life steal "on kill", despite it mentioning "life on kill"?
Notice how it states health regeneration and health globes, which would be an unnecessary thing to mention if it was only about the actual "Life Steal" affix and not all life regenerating affixes.
Don't get aggressive with someone who is correct when you clearly failed Reading 101.
My money is on it being an error. After the IAS outrage and the player concerns/blue post regarding crit, I doubt they would have the balls to nerf any major stat for at least a good while.

Nah, I'm pretty sure that anything besides cancelling your own auctions was a rumor. I believe Bashiok even posted on that.

I know it's vastly different, but I would expect a server side check on something like cancelling your auctions, too.

Maybe he didn't state it correctly, but the whole "buyout for bid price" is real.
Also, please remember the local system clock + cancel auction issue. The auction house isn't exactly an example of good/proper programming.
