Many many games have instanced towns where communities gather while fight areas are party only.
Dragon's Nest and several other free, steam, iiji games and so on work this way.
Wow has the entire game in one roaming area until you have to travel to what is somewhere very distant/different expansion game content a raid or dungeon with a party.

What this does is give more items to search for to compliment using a skill, just find yourselves a nice dominatrix and get your fix honestly.
This idea of focusing on a certain skill only exists in a world where your gear is either or available, they aren't.
What's important is the game being enjoyable, if I have you do the dishes would you request I tie a hand behind your back?
Increased durations on things like Mirror Image, Slow Time, Diamond Skin would be fairly strong additions.
Lower costs for skills also very powerful.

There simply isn't an AP lightning skill that you can actively spam, you can't rely on a hydra to hit what you need it too and electrocute for miniscule chances of a short stun for anything.
Intensify is lvl 57 unlock. cold blooded is 42, RoF has in built slows on both attack and movement black ice makes it do what? 240% instantly cold blooded for no cost. Disintegrate can get the move speed debuff but not the attack speed and will always cost AP, it does have they ability to pierce however so it comes down to either or situational use and that is well designed gameplay.
At lvl 14 RoF unlocks snow blast 260% same as intensify mechanic which with black ice is 312% then you can add the others, it costs ap but yeah it clearly hits ridiculously hard on that front target slowing him and can easily slow a row when you direct it.
You pick what suits the fight that's fluid intelligent gameplay, you don't get stuck in these idiotic "I must perfect my build" mindsets of other poorly static strategically immobile designed games that some suggest define the RPG genre and not just define poorly made restrictive play, you have several tools you use them as needed.

The idea with this build is to take advantage of the lack of AP required in the build and use the signature skill electrocute which can be replaced with spectral blade runed thrown blade for a 20 yard AoE in order to get our sparks of insight.
Every spell and passive outside of Ray of Frost, Hydra and the signature move enhances the damage being dealt constantly, there are no cooldowns like slow time and mirror image to complicate and spike the damage and we are garnering some defense from energy armor with 5% crit at the same time.
We have passives Black Ice for our frost damage Hydra and Ray of frost, added to is Glass Cannon increasing all our damage and of course Arcane Dynamo.
Ray of Frost is cold blooded reducing it's AP cost, when we use it with Arcane Dynamo we can keep up the bonus for as long as we like.
What we are looking to do is load Arcane Dynamo onto our Hydra which will be dealing damage over 15 seconds seemingly at 90% total weapon damage between the heads at least 10 times, if we can then load also Arcane Dynamo onto our Ray of Frost the damage issued will be immense when tallied with bonuses of 20% from Black Ice, 15% Glass Cannon, 20% Sparkflint Familiar, 20% Force Magic Weapon, 5% crit from Pinpoint Energy Armor and the large boost from Arcane Dynamo of 75%.
We have a very high damage output here that is reasonably safe in that it slows targets and has energy armor to reduce damage. Hydra damage is also dealt for you while you retreat to safety.
If gear allows Ray of Frost to be cast constantly without the rune of course we switch it out for even more damage.

I would like to say though that none of this has anything to do with law, the use of the word law much of the time is fraudulent use.

But then people are ignorant to the law and make this pledge all the time.
Attempting to impart economic growth through extrinsic/luxury trade commodities is in principle vampiric and detracts completely from what it feigns to promote, thus fiction with no intrinsic value, no necessities only luxuries.
This is perhaps why Asian governments wish to crack down on internet gaming as it is very much a blight to stable growth building a sustainable community, there is nothing sustainable about paper/fiction trading useless consumers, as some would put it.
If you are trading luxury/paper/fiction and not providing your own necessity, another must be providing your necessity as well as their own while luxury is superfluous and in the invent it outweighs the necessity producer you have a fantastic collapse.

Inversely however not having the option to create your game with certain desired modes of play available is poor design when it is easily made available with no negative impact.
The option should be available in the off position by default, those wishing to live dangerously being able to set it and the games they opt for would match them with others that don't mind FFA.
