A Singularity Necro is the fastest of all classes and builds in T13 rifts and GR up to 75ish. Its 10-20% faster than the 2nd fastest. Beyond GR75 i don't know, so wont comment on that.

a) give a reward each time you set a personal best (that beat the timer). Since you have to beat your own best time there is diminishing rewards.
have multiple challenge rifts available at the same time -- one for each class, each lasting a week, each changing on a different day of the week. This turns them into daily events, but doesn't punish the person who only plays a couple time a week.

LON bomb for example gains alot from the 7pur since it's hard to gain pur with thorns oj everything.
LON doctors also. To the person saying this is because of group play I say no, it's a nerf directly to thtee of the strongest solo builds and it's really disappointing as that was this items unique quality. This nerf drives set dependency even more. The opposite of what most of us want.

Diablo 3 is an artificial system, I couldn't understand why the developers would introduce the same kind of unfairness that we have to contend with in real life in it. If this a fantasy, why does it have to have one of the most loathsome qualities of reality built in?
Then it dawned on me... is not that developers are hell bent on favoring some at the expense of others, is that humans want to be rewarded for doing what they like to do regardless of it being detrimental to others. Those that benefit from the inequality have the psychological tools to deal with the cognitive dissonance that arises from it, to silence and dismiss dissenting voices. And developers have to appeal to the humans that play the game. Make it fair and square, it does not resonate with our nature that is shaped by our reality (and viceversa, is a vicious circle really) and people stops playing.
It is remarkable how many people I have met throughout the years that mindlessly milk the system, telling themselves and others that they are only doing what is allowed, working within the framework that has been set for them, seldom stopping to consider whether the framework is actually healthy or not. Their general response to conflict goes along the lines of: 'comply, and you will reap the rewards too; you are only being penalised because you are an outlier, an outcast, there is nothing wrong with the system, look how nicely we bask on it, there is something wrong with you.'
The other thing that humans like to do is cheat. We are really good at it. We see a system and immediately wonder 'how can we circumvent this?'.
Don't get me wrong not all humans have the tools to circumvent a system, most of us have been born and bred into mediocrity and hell do we embrace it wholeheartedly, but once one finds a way this person will have no difficulty finding support on the fringes of the system. There is always an abundance of resource there; the further ingrained into the system you become the more difficult is to see just how many people it excludes so it sometimes shocks to find out once it is brought into focus.
Once you have your band of Merry Men assembled and you have a 'good thing going' others within the system will start joining in, some because they come to realise that the system despite demanding compliance without question from all within does not reward everyone equally, others because they see more in common with those without than with those within, the reasons are as endless as omnipresent is cognitive dissonance.
This invariably leads to conflict. The ones that have reaped the benefits of inequity for any length of time in exchange for their silent allegiance see their rewards somewhat lessened by this external threat. But once again the calls are not for the system to be less rigged in favour of some at the expense of others thus making this external threat less appealing, people less likely to jump ship; no, the calls are for this external threat to be quashed leaving the system as it is. Is comfortable, it provides, it caters to us. We do not want to include these people, we want these people and their artifacts buried under tons of soil soon to be forgotten.
Meanwhile the charms of being a maverick and the promise of great reward, which is the same mechanism that keeps people tied to the system, is not like we had to invent a device for this, it is already within us, keeps making people gravitate towards the fringe.
And this is where we are now. The conflict gets more and more polarised. Those within the system jump onto their high horses of righteousness and morality without ever considering whether your can be righteous or moral within an unjust and immoral system or not and call to wage war on those who are eroding it with their wicked devices of unfair advantage.
Those outside the system tells themselves and those who will listen that 'unfair advantage' is usually a matter of what side of the fence you are sitting on, and that 'rights' are generally dictated by those who have the capacity to enforce them. Besides, they are taking a risk, the only risk the ones on the other side of the fence have to face are system collapse or being excreted after displeasing the system, and they could tell you stories of just how easy is for the individual to displease and how swiftly and definitively that can happen.
Defending our little satrapies in which we find solace and comfort and assaulting those satrapies for a slice of the pie are both very human behaviours, but the moral high ground you will find in neither.

'Blizzard please say that is OK to use it so I can use it too without fear of retribution or ban those who use it if it isn't because I dare not take the risk but nor I would want anyone else to use it if I can't'
That is a very human attitude there, and very common too.

Some of you guys are happy with this stupid changes, but try to do something high, like 113+ in this meta, you will simply realise that grouping mobs, stacking area damage and fishing for good dencity is the only way.
area dmg can be removed if sets and other dmg bonuses will be improved like x4x5
