Yeah, I have already found 4 legendaries on the ptr (new character), so a 5 percent chance to find a legendary off a goblin that doesn't spawn very often? A bit underwhelming.
I say, these goblins just drop a legendary when you find and kill them. They are a bit tougher to kill, so you may mess it up if you are at the edge of your difficulty envelope.

I believe you can trade them within 2 hours of them dropping with people who were in your party at the time it dropped.

I had a question about conflagration. I am currently using a wand with + fire damage on it. Does that mean that any mob I damage (with any spell) receives 10% more damage? Or are only fire skills going to give me this effect (like fire bolts or meteor or unruned hydra). Thanks!

Well, I am only a casual gamer, but as far as I can tell my gear is worse than yours. I am able to farm MP3, with deaths only to horrid affixes like mortar and fast/firechains. Been playing on MP2 lately with little trouble. Things take a while to kill, but they do die, before me. So I can agree that it is probably your build which is hurting you, and that your gear is good enough for MP1 (or even 3).

I think there is some merit in the idea, but maybe with some modification. The idea behind 5 stacks was to make you stick with your build. But maybe some compromise can be had. For instance, one of the following 3 penalties for sawpping ONE skill (penalty is imposed everytime you swap).
1: Drop 1 stack of NV per skill change. This has a problem though, if you change one skill to a defensive one, you go to 4 stacks, kill the pack and are back to five. You might as well have just skipped the pack.
2: Give you 1 free skill change every X (10 minutes, or X elite kills etc)
3: My favourite: Let every skill change subtract X (5) minutes from your NV cooldown. 5 minutes means that a complete switch out always drops NV, but just one skill only gives a small overcomeable penalty.
Another idea is to impose no (or smaller versions of above) penalties for changing only the active rune on a skill.
I agree, some build flexibility (not diversity) is required with the possibility of super bad affix pack rolls.
Oh, and PvP of course. And free legendaries if your battletag starts with an F.
