While it is an important stat for a healmonk you dont't necessarily need it on every item possible. Attack speed is also important, because your healing is based on your attacks. And first of all, you need to get the right amount of cdr, minimum 65%, better to be around 70%, which means max cdr rolls on every piece possible.
While most of this is true, you absolutely do need it on every slot you can get it. Any piece that can have it is an instant salvage if it does not.
