. It seems to suck at targeting...appears to have a weak vision radius...and now has weak DPS. I'll take more DPS for higher AP over this change (unless they dramatically improved the targeting AI and vision radius). There's a lot of competition for slots and I'd easily just replace this with Magic Weapon or Familiar if I wanted "essentially free damage".
why would you want increased cost for increased damage if you think the aiming is so horrible that the essentially free cost for lower damage doesn't warrant a skill slot? so you can miss a bigger damage for more AP? -

Which means a build without the best of a character's survival would still work which in turn means that the damage at least isn't 'take all your survival tools or be insta-pwned' intensive.
So then I switched my approach.
As it is already mentioned here, Barb was found to have the hardest time surviving and a 30% damage reduction was implemented for melee.
One thing before going on would be that while figuring out which class would have the hardest time clearing inferno, we would have to assume the player with 'equal gear and skill' is skilled enough to beat inferno since all of this would mean nothing if we're talking about a player who can't beat inferno anyway.
So we got 3 ranged characters. While they all do have some sort of survival skill and even damage reduction skills, the basic concept of avoiding getting hit as much as possible still stands. Which means that survival for ranged is centered around the player's skills to not get hit as much as possible. So since it has been given in the previous paragraph that our player is 'skilled', that player will be able to utilize each ranged character's ability to not get hit [which I currently believe is in a close tie with each other] and also dps to it's full potential.
Melee on the other hand still needs to get up and personal with them monsters. They got this 30% damage reduction buff but I still don't think it would be enough to close the gap of a 'skilled' player's kiting skills [yes I know this is just predictions but that's what this thread is about]. Now, while the monk relies on more situational elements for survival [dodge rng, cooldown skills, situational heals etc] barbarian relies more on constant elements like defense. And this is where I see the 30% damage reduction giving a higher advantage to the barbarian since it's basically stacking the same type of survival method while for the monk still needs to rely on his situational survival while the 30% damage reduction just dampens the result of 'failure' [of the defense mechanics]
All in all I see monk having the most difficulty in performing the basic 'kill shit' and 'without getting killed' at the same time.
buuut I'm still haven't decided for sure yet so not voting yet.

way too much slows they're overlapping each other. I personally would switch out RoF for some other skill.

I see that you want to spam meteor but having your only source of high dps as meteor yet running around with your only movement impairment being a 12-sec[depending on RnG] frost nova would become difficult in higher difficulties. To keep the original concept of the build I would add another source of slow. An AP spender would be okay considering all your AP support.

I gather that you took the melee rune on RoF as a way to spread you distance from mobs when they get too close but that virtually leads you to have no [non-sig]ranged dealers at all.
In it's current state you actually only have two active attacks; magic missile which is a sig and a close ranged RoF. The rest is basically support of some sort.
What I would suggest is including some way to deal heavy damage and do ranged AoE because primarily depending on magic missile [even with the support fire of a hydra] will likely fail seeing how it isn't enough to pull through even the Beta.
