I appreciate the OP's effort but I will say, this build needs to be nerfed. It's sorta.....cheap
Anywho.....lots of people talking about how they expect this to get nerfed into the ground.
Then WW barb should get nerfed too, DHs in general too especially their natalia set 2 disc regen.
WW barb is strong farmer, but CM Wizard isn't really far behind - when you're geared enough you permafreeze anything and travel at a speed of light becouse of teleport (wormhole) constantly reseting. My Wizard's geared much worse then barb but still can hold her own to all packs there's.
If you have high enough dps - for example as ww barb - then lifesteal is definitly better then life on hit.
You'll get better results with LoH, but you can get free live steal from mighty belt for babs and live steal works extremly well with Wrath of the Berserker (Slaughter) that blows elites in 10 sec with obscene dmg - i often faceroll molten/chains without worries using this skill and rune with measly 3% LS.
I cleared inferno on Barb and Wiz, cleared up to 2d half of act 4 prenerf so i'm not teh noob wishing for things to get nerf so i could get gear or smth. Still nonetheless i approve of this changes, imo Blizzard reduces it's own profit for RMAH for players to have a better expirience.
D1-D2-D3 are hack&slash games and aren't supposed to test your button clicking skills - the point of such games is riping through mobs having fun. At this point i'm already riping through mobs so changes won't affect me, but i completly understand many ppls spending hundreds of hrs on this game to be stuck in act 2 becouse loot RNG gods were harsh to them and they didn't get much worth. I've a m8 playing monk who's geared much worse then my alt Wiz becouse he never got anything decent to sell.
So all in all i welcome this changes, both from multiplayer perspective and fun factor. Imo D3 should be a game for fun when they feel like playing instead of complete gearcheck that forces ppls spending more time gearing there then it takes in Blizz signature MMO game.
On a side note, there are guaranteed spawn points for resplendent treasure chests. Almost every two level dungeon/cave that is not part of a quest line has one. If you only see one per 10 games, then you are not looking for them.

You can use terrain to bunch up ranged mobs in most areas and aoe them down. If you don't want to use blur replace it with arcane dynamo it reaches 5 stacks from one spectral blades: deep cuts cast.
There quite a few places where you can't bunch them up no matter what (like Bridge to Korsik). And well i'm using a different spec so don't have any dmg spells exept ET and EB, might try out spec without frost nova later when i'll get to 1-1.2K buffed resists but with 800/7K armor can't afford it just yet.
OT: LoH is better compared to live regen since we're already looking for resists+armor+int+CC/IAS/CD/Vit for armor slots i don't see much of a chance to incorporate live regen there. Besides when couple of mobs stand in ET if something cut through diamond skin you're back to full in mere seconds.
Depends on mobs you're facing, most melees are free kills but when you run into serious kiters with really bad affixes things can go wrong easilly. If such mobs spread out, lay shit all over half screen and spam shielding then you're boned and forced to dps them a lot with Energy Twister (ET) and then low dps won't do you any good. You'll be either forced to skip them or bring then down with ET and ocasional nova/explosive blast combos. Vortex/frozen champs can be a real pain too, teleport from one and get draged in by another before CM procs reseted teleport cd.
Myself i scored 60 with Wizard 2 days ago and cleared inferno everything on 5 stacks - my stats are 30K hp/ 800-860 resists/7K armor (with enchantress)/20 AP on crit chance/500 LoH/37.5% crit/25K dps.
Build is extremly fun to play, but your durability goes down a lot against ranged enemies who aren't idly standing in ET/EB/Nova spam. Sometimes i'm catching ranged mobs packed and they die really fast in neverending novas, but other times they spread out well and i've to fight them with ranged spell that spec isn't exelling at. Really wish i could incorporate hydra or something similar to counter such situations better. Even though it's a very nice build (especially for those who don't like dieing in 2-3 hits), it's still not on par with WW/Tornado or Sword&Board barb (my main). I find it funny (and not fair at the same time) how wizards ET hits a lot lower compared to barbarians tornados from sprint.
Also i don't understand Blur passive design (even though i use it heh). It's a passive intended for melee wizards (becouse ranged once are barely getting hit if at all), but for all melee classes i played (barb/monk/wiz) greatest enemies are ranged mobs and elemental dmg affixes. Surprisingly Blur reduces dmg in we're having least problems with... Would totally drop it if there would be anything else worth taking exept cold blooded and critical mass. So tbh i think that Blur should be changed to work on all dmg to offset our disadvantage vs other melee classes (think even WDs have 20% all dmg reduction passive).
P.S. 500 LoH, 600-700 resists, 6K armor should be enough to clear inferno. DPS wise it might be possible with 15K if you're willing to skip some packs, with 25K i skiped one - shielding teleporting mobs spaming meteorites in act 4, couldn't beat their enrage timer since they were avoiding ETs like pros.
Overcommitment on LoH imo, have quite similar stats exept 7K more dps, 800 LoH/3% Live Steal and 100 less resists. Don't have any troubles unless i do stupid things (aka most runs 0-1 death). As mentioned above WOTB - Slaughter = sure kill even hardest elite packs. Runed into quillbeasts? - just kite them to the door through tornados, pick single elite with frenzy/bash, low on hp? kite to another door. Or just kite them to any narrow passage where they'll group and blow them with WoTB.
Overall i think you can easilly drop some LoH in favour of extra crit, but it looks like also you need to improve your gameplay.
DPS number on character sheet doesn't mean much. As WW/Tornado barb you can do act 3-4 at great speed even with 40K dps so don't let it bother you. Also i'm sure i saw Wizard with 130K dps on some video, but i'm not convinced he have easier time dealing with elites in glass canon gear as equally geared critical mass/semi tank wizard.
P.S. WD have it rough atm, keeping 4 skills on cd for mana regen to be able to deal meaningfull dmg is stressing and not fun at all.
You can always get some gear that is missing str / vit and make it up somewhere else, if gear is becoming to expensive.
This, bought ~160 str ~100vit ~4.5 crit and 20 MF bracers for couple mils. Comparable once with resist all on top of mentioned stats were priced more then half of my gear alltogether. If you alternate stats between gear slots you can achieve decent result for low price and from there on just upgrade slot by slot.
Why would you change WoTB rune from Slaughter when you can blow 2 elite packs + XX adds in mere seconds with it. Yestoday gathered a paintrain of 3 elite packs during remaining cd on WoTB and blew them up as soon as cd came back up (none of them were hardhitters though).
P.S. Also i might be missing on what benefits Thrive on Chaos provide since with ~200 MF even trash drops so many blues i've to visit vendor a lot, cutting WoTB downtime significantly.
Good riddance, i enabled it yestoday and got bored after killing Siegebreaker. The most rediculous thing is that it was around for a month, seriously quality at its best.
