I was thinking more along the lines of, it's more common to find a magic staff with something like: +2 wizard +3 slow time(just an example) than finding a non-magic item(rares, uniques, sets) with stats like: +2 wizard +3 slow time +10fcr +15 resitances(ect...)
So you would basically use those magic items until you found a better one (rare, uniquem set) to replace it. Maybe for your specific build finding a staff with those mods is really rare, so that magic one holds more value.
I gave the example of a +pally +BH +conc scepter in the first post. Another example would be an enchant staff for an enchantress, or an ES staff. I think in d2 they are mostly used for the "pre-buff" though.
I guess I would just like to see every type of item have a use, buuuut, replacing a rare with a magic item seems a little counterproductive in the badass department.

The second idea is pretty good too, although it would kind of defeat the purpose of collecting the whole set. Why use the last peice of the set when you could use a unique or rare in its place? I guess that would just be a choice for the player to make.

For me, I would like to see something like this in the end game: Rares>Uniques=Sets(when complete)>Magic>Normal
Meaning, rares have potential to be the best items in the game; I think this would open up a lot more builds because of the random stats available to rares. However, I don't want to see uniques collect dust, so making them strong "place holders" until you find your perfect rare is something I would like to see(Like a mix between d2 classic and LoD).
I would also like sets to be a factor, more-so than they were in d2. A set that isn't complete would be weaker than uniques. When you complete the set however, it would be of equal power to the uniques that you could use alternativly. Lastly, I liked that in diablo 2 some magic items had potential to be powerful (In classic a +2 pally scepter with +BH and +Concentration)
Of course, I would want all options to be end game viable and none of them to be too much stronger than the others.
As for the second question, I voted for Uniques. Although I believes rares should have the potential to be better, finding one with the perfect stats is a challange in its own! I also wouldn't want sets to be insanely difficult to find or else I feel like they would not be used.
Anyways, that's just my opinion. Feel free to share yours!

Anything beyond the demon hunter will be a toss up of course. I am almost certain I will see another class kicking some butt and then say "Oh yeah, that's what I'm making next!" and then 3 games later I will say the same thing about a seperate class. :tongue:

While I cannot answer your question, I chose the name because not only is it a reference to diablo(my favorite game series), but it was also a cheat code in starcraft I. "thereisnocowlevel" would skip a level in the campaign if I am remembering correctly.
