Perfect suggestion, this how I envision them to go also, or rather was going to suggest this!
Well I keep editing my post so ur quotes may be outdated  And i believe my suggestion is easy for D3 dev team cuz all they need to do is create these items, add recipe and merge formula.
Bsides, Another simple tweak for the team I like to share here. I also hope they make skill learned from scroll too, such as low level wizard's skill like Spectral Blade, its scrolls are purchasable and cheap but up till level 4 only (if max is 5), you got to kill monsters to hope for a drop of better scroll from it. high level skills such as hydra is not available at all from vendor. With this mechanism implemented, they can achieve the goal that everyone can reset their skills, but comes with a price. Ofcuz, resetting skill means reset 1 of your many skills only. You don't want to recollect all skill scroll again just bcuz u have to reset all ur skills.
Sorry for getting off topic, but i really wanted to make D3 a long term game for insane treasure collectors.

Take example of Sigon set in D2:
Sigon's Boots (collectible in normal and higher, wearable)
Sigon's Bootstrap (collectible in Nightmare and higher)
Sigon's toecap (collectible in Hell)
Sigon's Boots + Sigon's Bootstrap = Sigon's tightened Boots
Sigon's Boots + Sigon's Bootstrap + Sigon's toecap = Sigon's Sabot
And same formula for collecting other body parts. as Sigon's set comes with 6 body parts, you need 6 * 3 = 18 fragments to complete the whole set. Set bonus is easy part too, you don't get bonus base on what you collected like D2 anymore, you get them base on how many fragments you collected and wearing.
Knowing that set item may comes in random stats, therefore if player completed Sigon's Sabot, they can still decompose it but they will lose the highest level fragment, Sigon's toecap in this case. And player has to find another toecap and roll for better stats again.
And if blizzard is mad enuf, they can design some alternative fragments, by choosing different fragment, you get a different full set title with different enhancement.
Knowing also maybe too hard to collect 18 fragments, they can consider most of normal/nightmare act collectible are created by blacksmith, using purchasable recipe and common ingredient. When i say "most", I mean there are still some of them are only drop-able, but with very high drop rate, as players won't stick around too long in normal/nightmare act. Ofcuz, hell class fragment is very rare drop. In addition to all above, they can also make some of the fragment shared among few sets.
Really hopes that Blizzard can see this and works on it.

I know that gems over rank 7 is not drop-able, but you can't judge maniacs as they can play 24-7 and spend money to buy it too. Also perhaps someday they may figure out bugs/hacks to duplicate the gems, and there's no way blizzard can take it back since it cud had flowed into the market already. So I think they shud find a way to consume gems/skillrune. As you can pursue equipment forever since you probably never get a full-stat gear, gems can be consumed forever too, technically.

Well I just want to come up with more solutions on controlling the value of everything in market~ you know its very hard to control the market price even for a maintaining MMORPG, not to mention that a game without charging maintenance fee. Consumable is something very good to maintains its value therefore i wish blizzard can emphasizes it. Lets hope that D3 can last for another 10 years~

i.e. a Radiant Star(lvl 14 gem) requires a Flawless Square (lvl 7) to unsocket it from gear.
a Flawless Round (lvl 10) requires a Radiant(lvl 5) to unsocket it.
This should make the gems have the same lifecycle as equipment, as gems is no longer base on accumulation, but base on luck from the random drop and random stat of gears too. You know, sometimes collecting 19683 gems is easier than hitting a perfect gear with full stats out of the random stat within a range.

As for rare elixir, wat i meant is says like Elixir of Strength I to V grant minor buff to your strength without any side effect, VI to IX are greater but comes with side effect if u overdose it within given time, and X gives greatest buff but you will suffer side effect after certain duration, and ppl may want to use X only when the battle in arena is close to an end, hence they will suffer no side effects. And of course as i mentioned previously, elixir X cud cost u millions or very rare drop from other means.
Lastly for gambling, assumes 3 VS 3, each player can bet as much as gold they have, but system will only takes the least number as the bet for the game, hence if u don't want to bet, just put 0 and no one can force u to gamble.
