the spec requirements for blizz games have always been low, no harm in sending your specs in. Like poster above said, they may be interested to see how it runs on a low-end PC!!!

you get to opt in, go to battle.net and make your battle.net account you can then click on sc2 beta settings and send them your system specs. Then you may be chosen to become a beta testa!

although the president of blizzard did say " Diablo 3 is right around the corner" so can we expect a 2011 release? I think so
