One simple line describes the cowlevel, it's design, it's reward curve, it's visuals and everything else very well.
Not worth doing twice.
This sums it up very well. Try it out, find it and you will see, blizzard didn't screw xbox360 and ps3 when they 'only' got double xp. No. They screwed us, because we got that useless piece of content not worth looking at twice. Blizzard game designers once again failed horribly at their job.
EDIT: I'm not mad for them to add this. I am no spoiled or entitled kid. But rather, I understand how terrible of a job they did with this piece. Plain truth, no rant.
That's pretty much my evaluation of this so far, unfortunately.
It would be so easy for them to remedy the problem.
Item + 25 forgotten souls => an ancient version of that item.
Ancient item + 25 forgotten souls => full reroll of that item's stats
Item + 50 forgotten souls + flawless royal gem + 10 million gold => add another enchantable slot to a piece of gear
10 veiled crystals + 100,000 gold = 1 arcane dust
Suddenly every legendary you find feels useful (since you have a cool use for the soul) and now picking up yellows isn't worthless (since you can convert veiled crystals to arcane dust).
Also:
Gems: Instead of 60% chance to upgrade, just make Upgrade add 60 upgrade points. When you hit 100, it upgrades. This way it is never left to chance and you always feel like you made some progress upgrading a gem. In this way, even a 1% chance feels at least a little bit rewarding.

I'm 2+ hours and no cow level found yet.

This is not a great Third Anniversary buff/piece of content.

Pure 100% RNG is not good game design.
