There so much cheating in the beta right now. It's like D2. Hope they fix this stuff. I'm really not motivated right now as everybody is abusing the shit out of the flawed systems. I've sent atlast 3 emails to blizzard asking them to fix this. I really hope beta 10 will be out soon and address these issues.

Actually this isn't true. The biggest german fansite had a non-luck based challenge, that anyone with enough determination (such as myself) was able to win. There were 4 keys given away like this.
That ring with 12 max, AS and attack is just silly. Didn't feel like browsing through 60 pages of auction house every day looking for a decent ring, because blizzard still hasn't fixed the auction house. Although nobody in their right mind would offer that ring anyway.
The auction house is full of overpriced junk... the search doesn't work, the buyout doesn't work half the time. It's a real disaster at the moment. The small amount of player and their spread online presense creates the opportunity for very volatile prices of goods. You can for instance buy 10k gold for 10 BB and sell it for 30 BB an hour later, and similar things.
Ghost got dumped.
D3 is 99% finished... and the beta is working well, except for the AH maybe (which is still a disaster), but I'm positive they'll fix it. There is no way D3 won't be released in 2012 unless the world ends.
Also, if such things scare you, you should consider seeing a doctor.
The Wizard, much like the Sorc of D2, isn't great at low levels.
What game are you playing? Pretty sure it's not D3. My beta Wizard does exceptionally well, even with low dps gear. Storm Armor provides the Wizard with the pretty much strongest passive spell of all classes for Normal difficulty play (every other thorns effect is a joke compared to this ability, which is based off weapon damage). Her active spells aren't bad either. She probably farms breakables with the least hassle (AoE, no cost, range). I don't know how you've come to this conclusion, honestly. I can agree on basis of taste, sure, but she is definitely not weak early on.
Crit chance is capped at 75% as far as I know, atleast in the client display. Defense, resistances, armor have diminishing returns, so there is no cap. Attack and Vitality are linear, no cap there either. Ias might actually have a hard cap... but we don't know.
I'm still not sure what their thought process is. Electrolute seems so much better in every aspect compared to the other signature spells. Shock Pulse got a massive stealth nerf. It used to be able to hit the same target with multiple sparks giving it the highest single target damage. Now it can only hit once and the range is very short. Why they removed this high risk high reward feature I don't really understand. The rune effects from Magic Missile are kinda meh. Some of the Spectral Blade rune effects seem ok versus large monster packs. Still, I'd likely prefer Golden or Indigo Electrocute over pretty much everything else right now.
They took away electrocutes double cast speed though.
Without the decrease in dmg per jump, chain lightning just got a whole lot more interesting!
Yeah, but 12 additional arcane regen every 0.66 s is really hard to beat. Let's assume your base attack speed is a conservative 1.5.
You'll regen 12 ap naturally.
If you use Prodigy as a passive you'll regen another 7.5 ap, so you are close to 20 ap/s.
Electrocute Golden (assuming you hit 3 targets) grants you another 18 ap.
That's almost double the ap regen, basicly giving a free meteor every 3s.
Meteor looks like about 15 yards. If you hit 3+ targets with the impact Crimson should outperform Indigo, which is random over a larger area. It may or may not outperform Crimson depending on the random impacts.
