Hm, I'd see it the other way around. Where does the ring state "necro-only"? I don't see it anywhere on the ring or in the description (the quote in the flair is by a necro, but that doesn't mean anything). Until Travis confirmed it in the Twitch chat two days ago I even thought the ring was actually meant to be used by other classes. After all, for some classes it's not even that much of an upgrade; especially if you consider LoN builds it replaces things in cube like the Ring of Emptiness for WD (similar buff) or CoE for crusader (which almost only deals damage during the physical cycle, so a 50% damage buff).
While I consider both Krysbin's Sentence and Grim Reaper/Frailty exploits, I think bans should be handed only for the use of the Necro-only ring by a non-Necro character. The other case is simply a bug that should be patched and Era advanced to 9, because the player have no way to know if that is intended gameplay by the developers or not. Yes, we can all expect that this is not an intended gameplay with 99,9% certainty, but when it is not 100% as in the case with the ring, which clearly states "Necro-only", bans won't be fair.
The Frailty + Grim Reaper mechanic however requires deliberate misuse: the necro replaces the DH as RG killer, so "by accident" those two classes wouldn't even meet in the meta. And once you one-shot elite packs and RGs in high GRs with a support class, and you realize there's no cap and this can go all the way to GR150+, I think one should notice that this can't be legit and stop using it. At least that's my understanding of Blizzard's often repeated mantra "play fair". Note that I'm not calling for bans for any of this - but accounts who have abused this to get their gems up to 140+ and gained significant paragon should be rolled back at the very least, and the era leaderboards should just be wiped (or at least any group removed that has the class/skill combination present).

So, any "hard CC" you can do on the RG in that last phase will help a WD player a lot.

Depends on what class and set/LoN set-up you play with.
For WD gargs, Ess of Johan can be a problem as the grouping of mobs could go "totally wrong".
Thunderfury is so-so, I prefer Eun-Jang-do (where you roll the damage type to lightning) to proc Wyrdward, and I even combine that with a Dovu Energy trap (for longer stuns, not sure how much it helps though).
RG's usually get "very active" in their last life segment, Eun-Jang-Do can almost completely freeze them at that point so the last part of the RG fight is easier then.
