What if during the collapse of the worldstone ... diablo's soulstone was infused with some of the worldstone fragments (which could have some ice type power(?) lol...), which would explain why he's frozen?

I dont think that argument holds much water, it was Baal's body that was there when
Hero defeated and that was closer to Tyrael. Unless they have additional powers that
we don't know about teleportation or bodysnatching abilities or whatnot:confused:
