posted a message on Blackthorne Surcoat Reduce Elite Damage Primary Stat?
I have been trying to reroll a Primary Stat for my Blackthorne Surcoat to Reduce Elite Damage which the tooltip says is possible. Currently spent 35 forgotten souls on it and nothing at all. Is this possibly a bug? Just wanted to find out if anyone out there got the Reduce Elite Damage affix on Blackthorne Surcoat from Enchanting.

    Under Construction

    Chapter1 - The Build

    Core Build
Sweeping Wind - Cyclone. If done correctly this will constitute at least 1/3 of your total damage output. It fills the glaring hole of Lashing Tail Kick which is the limited AoE.

Epiphany - Desert Shroud>Inner Fire. This skill is a must use. It generates tons of Spirit and renders you immune from controlling effects for 15 full seconds. Desert Shroud is amazing defensively while Inner Fire makes every Spirit Spender a full screen attack.

    Spirit Spender
Lashing Tail Kick - Scorpion Sting>Wave of Light - Pillar of the Ancients. LTK is the most efficient Spirit Spender for Lightning Monks and deals a lot of damage. The main drawback to LTK is the limited AoE of the actual attack which makes it difficult to be surrounded. WoL can be an amazing alternative and works better with Mythic Rhythm than LTK. Unfortunately it costs 70 Spirit to cast so spamming is out of the question.

    Spirit Generator
Deadly Reach - Scattered Blows>Fist of Thunder>Way of the Hundred Fists - Hands of Lightning. Deadly Reach with Scattered Blows has an amazing AoE effect that can proc Sweeping Winds a lot more than the other Lightning Spirit Generators. Fist of Thunder has that teleport which is nice but ultimately the animation time of the skill itself slows it down too much for me. Way of the Hundred Fists - Hands of Lightning is best suited for single targets dealing about twice as much damage as the other Generators.

    Utility Skills
Offense. Mantra of Conviction - Overawe>Cyclone Strike - Eye of the Storm>Exploding Palm - The Flesh is Weak.
Defense. Serenity>Mantra of Evasion - Hard Target.
Offense/Defense. Inner Sanctuary - Forbidden Palace>Breath of Heaven - Blazing Wrath
Mobility. Dashing Strike - Way of the Falling Star>Mantra of Conviction - Annihilation>Serenity -

    Passives

    Core Passives
One With Everything>Seize the Initiative. OWE and STI are probably staples of every Monk build and you will find it very difficult to replace either one especially when you are stacking Lightning Resist and Dex.

    Other Passives
Beacon of Ytar reduces the down time of Ephiphany from 45 seconds to 33 which is big for me. I like Mythic Rhythm for offense as my 4th passive. Transcendence is a great defensive choice. Unity is amazing in groups but does NOT work with Mantra of Conviction. Exalted Soul is not as great as you'd think since LTK is so easy to spam. Don't sleep on Fleet Footed as you might need that mobility in several situations.

    Chapter2 - Normal Mode
Primary Objective: Rare up and move to Torment I
    Sub-Quest: Ring of Royal Grandeur

*Perform Split Bounties on public games in Normal Mode. Focus on Act I to have a chance to get a Ring of Royal Grandeur. Be efficient when farming for caches. If the game has Act I cleared already just move on to the next game. Try to talk to people in the game at all times. Diablo players are notoriously quiet in games so break the ice with a simple "Act I" sometimes it can force idle players to help you farm those caches. You'll need the rift keys and gems.
*Hoard ALL gems and Rift Keys. Do not open rifts solo. Do not open rifts in anything lower than Torment I.
*Save Gold. Do not Reroll more than 3 times. Avoid unsocketing items repeatedly.
*Use Blood Shards for Chest and Pants only for now. Both items can roll for Inna's Set and Raiment Set which are Torment only drops but available through gambling. They can also roll for Blackthorne's Set.
*Item List: We are Stacking Crit Chance and Lightning Resist (LR). Try to get the first 2 of the stats listed then at least 1 of the other remaining stats.
    Chest - Dex>Socketsx3 (Imperial Diamonds)>Vit>Life%>LR
    Pants - Dex>Socketsx2 (Imperial Diamonds)>Vit>Armor>LR
    Ringsx2 - Dex>Crit Chance>Crit Damage>Average Damage>Attack Speed>LR
    Amulet - Dex>Crit Chance>Crit Damage>LR>Lightning Damage
    Bracers - Dex>Crit Chance>Vit>LR>Lightning Damage
    Helm - Dex>Crit Chance>Socket (Imperial Amethyst)>Vit>LR>LTK Damage
    Shoulders - Dex>Vit>Life%>Armor>LR
    Gloves - Dex>Crit Chance>Crit Damage>Vit>LR
    Belt - Dex>Vit>Life%>Armor>LR
    Boots - Dex>Movespeed>Vit>LR>LTK Damage
    1-Handed Weaponx2 - Socket (Imperial Emerald)>2000DPS>Dex

    Chapter3 - Torment I
Primary Objective: Stack Lightning Damage to at least +70%
    Sub-Quests: Blackthorne gear
*You will primarily be Rifting in Torment I in hopes of finding Raiment of Storms or Inna's. Blackthorne's are ok too. Surviving Torment I is your ONLY priority for right now. Your DPS will go up in time but being dead all the time will not help your efficiency at all. Focus on Defensive actives and passives for your remaining skill slots if you die more than once per rift.

So... when are you spending all these Rift keys you've accumulated from Normal mode?

In Rifts, characters are mostly divided into three commonly seen roles. Carry, Efficient and Fodder. They can be spotted easily by Paragon levels. Gear definitely plays a huge role but it's difficult to gauge your allies strength by just looking at their gear. Not to mention time consuming. Paragon levels tell you how much combat hours they've poured into the game. Dead mobs=loot=overall strength.
Carry - These characters can blow through your Rift very efficiently by themselves without help from any of the three other guys in the group. If you want to enlist their service in your own quest for loot, just ask a general question like "Rifts?". If your Carry says yes then go ahead and spend those keys if no one has done it yet. Torment I-II Paragon >200. Torment III-IV Paragon >300.
Efficient - These characters can solo a rift but require the aid of at least one other Efficient character to become truly efficient in plowing down mobs. You need at least two in a group to say they want to rift before you open a rift for them.
