People need to stop getting baited by the "D3 has no endgame content" trolls already..it's been years.

You shouldn't focus your build around a builder like Justice, you're wasting a passive. Optimally in late game you want builds that don't use stuff like Justice at all and only spam the most powerful attacks, but even in early stages you want to be using Justice only when you actually run out of Wrath.

Settle for either Fist or Shield, switch out Blut for Finery or Holy Cause.
Replace the spender you're cutting with a cooldown - currently without a Fate of the Fell or Blade of Prophecy I'd recommend Falling Sword, it's a pretty reliable nuke. Change Akarat's to the Firestarter rune, gives you tons of free damage and will improve your single target dps greatly while active.
Personally, I don't use Steed Charge as I feel it's a wasted cooldown slot. I'd rather run two cooldowns, such as Heaven's Fury + Falling Sword or Condemn, along with Akarat's.

After that, gamble for weapons. There are many options, if you prefer 1h, stick to those, or 2h, but either have great possible upgrades for you.
Try getting a 2nd socket on those pants.
Try making Aughild's head + bracers and maybe Born's shoulders + chests with decent rolls and farm bounties for a Ring of Royal Grandeur. The set boni should boost you significantly.
That should keep you busy for a while =)

In general, you'll want to try and build around one element type. When you're just starting, you should really make that dependant on what drops for you. Got a Fire % Andariel's? Go Fire. A Holy% Stone of Jordan dropped? You get the drift. Between Fire, Holy, Lightning and Physical you have 4 element types you can really build effective Crusaders around right now - play around and find the skill combination you prefer.
Paragon points - generally you'll want to get your movement speed capped (25%), so throw in what's missing from your gear to reach 25% on your sheet. Maximum Wrath is a good investment, it can get you up to 1 full extra Fist of the Heaven's cast, for example. Depending on your gear and your paragon level, I'd try to cap either one or both of those categories, and then dump everything into strength as long as you're not feeling too squishy.
For offense, you'll want to get the 10% Cooldown Reduction for most builds, since we use a lot of them. After that you'll want to keep Crit : Crit Damage at a rough 1:10 ratio, ie 40% crit -> aim to get 400% crit damage and above. This will net you the greatest raw damage gain. Stay away from Attack Speed for the most part, unless you're running something like a Gyrfalcon build that has no Wrath issues - it's better to get the most out of the Wrath you're spending at first, than tearing through your Wrath as quickly as possible.
Defense - Allres to the max, then Life Regen in my book. At higher gear levels upping Life % will be worth it. Stay away from Armor, we really don't need any from Paragon points as Crusaders.
Utility - Resource Cost Reduction, max it. After that, Area damage.
The priorities for stats are roughly the same as for every other class in Diablo 3: main stat (STR) > % element damage > crit//crit damage (depends on value, if you're running 50% crit but have only 125% crit damage, crit damage will be obviously far more valuable) > ias. That's the order for flat DPS, as for toughness, you'll want to aim for a healthpool of 350-500k for mid Torment levels, and try to get All Resistance and some health globe healing bonus on your gear (increases Wrathful heals).

You don't need a ton of CDR for Condemn builds to work well though, if you'Re geared correctly 1 well placed one should pretty much instagib an average pack.

Be warned that Shotgun only really works sustainwise with 6p boni. Before that, it's still a great pack killer, but you'll have severe Wrath management issues (i do anyway, even with Templar, 10% cost reduction and 3.84 regen on my FotF).
For progress, you're probably better off sticking with your BS build and optimizing that while farming more set pieces.

Now that Kadala drops Torment-only stuff, I'd say gamble for set pieces, probably best to start with head since that's a rare. Any decent legendary will be an upgrade, an Andy's would ofc be great.
Crafted: Born's, Asheara's, Aughild's are great sets to make for this build, with a Ring of Royal Grandeur. Born's gives you CDR and Resource Cost Reduction, Asheara's gives nice AR/Life % and Aughild's is a great defensive boost as well as a 15% boost vs Elites. Farm a RoRG, see what drops for you, holy or fire, and build around that.

And AC-Firestarter for Fire builds, does insane damage.

Play it by ear and see how you do as you go. Feeling squishy? Socket some AR, drop Finery (Holy Cause is a good boost now instead). Lacking DPS? Throw in them Rubies and use Finery. Simple as that.
