Simple question: are there any lvl 70 belts, except lvl 70 Witching Hour, that are at least somewhat close to a well-rolled WH in terms of DPS? Mine has 174 Int, 49% CHD, 9% IAS and every single belt I find turns out to be ~10-15% DPS loss. Hell, even a well-rolled Triumvirate was easier to replace than this thing.
Short answer: your belt is close to perfect DPS wise and you *might* never find a belt that gives you a green number when comparing sheet DPS.
However, with those stats you lose a lot of EHP (don't tell me the belt also has 80 allres and 12% life), you don't get any buff for your signature spell, and you have no legendary affix. There are many belts out there that are definitely replacements to your WH; my favorite is Goldwrap, especially combined with Goldskin it's a huge EHP boost.
If you have a lightning build, you might consider Thundergod's Vigor, and for Black Hole fans look into Jang's Development. And the Insatiable Belt (from Act 3+4 bounty caches) gives a nice EHP buff as well.
A very awesome legacy WH might still be the top choice for extreme glass canons, but in the end I think there's a looooooot of choice for the belt slot and I'm not too concerned that too many people will run around with Witching Hours in a couple of weeks.
Haven't seen anything myself but with higher rolls on level 70 legendaries you could replace it. Maybe still losing some DPS but worth it in the end.

Hellcat waistguard - 5-6 attack speed, elite dmg
Fleeting strap - 5-7 attack speed
Thundergods Vigor - 10-15% lightning dmg, blocking dodging or being hit procs charged bolts for 100-130% weapon dmg
Harrington Waistguard - Opening a chest gives you 100-135% increased dmg for 10 seconds (very powerful as stones on the ground, dead bodies, chests etc all count for this ability)

Agreed. In certain areas this provides a very consistent damage boost.
I'd use a stronger word than "boost" personally, it approximately doubles your damage for the duration of the buff (depending on your roll). As I mentioned in another thread, this belt is nuts. I don't think I'll switch it out ever for general playing purposes, unless it's for a better rolled version. For things like bosses of course it might be worth switching out, but other than that no other single item has had as big an impact on how quickly I can clear things.

Then there are lots of IAS belts - with 500 int and 7% IAS it should be almost an upgrade: Hellcat Waistguard (even +elite damage), Fleeting Strap(crafted!), and of course The Witching Hour.

#72 US Wizards in Vanilla D3 - Aranoch#1167
148 int, 8% IAS, 50% CHD for the damage side.
76 str, 34 vit and 114 armor for the toughness part.
Like the other posters, any other belt so far has been over 10% dps loss.
