Clans vary, and with that vary the answers to those questions.
I usually find guilds on official websites. For instance, both Infinity and Star Trek Online have separate sections for their corporations and fleets (which represent clans or guilds or w/e). There, people announce their clans.
You usually join it by contacting the clan people via forum, email, w/e.
Gaming experience? I was in a few clans and they're cool because you always have people to play with.
Time, again, relative to the clan. Some clans are pretty free, some need you to be on at certain times.
Anyone can start their own guild.
There are tons of corporations made for Infinity already, and the game is not even in beta yet.
There are also plenty of STO fleets, again, the game is not coming out too soon.
There doesn't seem to be anywhere near as much activity for SCII and DIII, is it because they are sequels or am I just blind? I'd think sequels would cause MORE guilds/clans to occur.
I'm curious about this, as well. I had trouble finding both Diablo III and StarCraft II guilds or clans. They do not seem to be actively forming, most are simply transfers from the previous games, and that is not what I am looking for.

But it's pretty bleak, and it's battle.net forums, and you know what those are like... and, most of them are transfer clans. And for all Blizzard games together... o.O
