Also, I thought only Imperius is against the Nephalem. Hope, Fate, Justice were all 'for' with Wisdom abstaining, which counted as 'against.'
D3 Act IV spoiler:
Imperius is also the only one that wants to wreck you up for being in the High Heavens, the other council members, except Malthael of course since he's MIA, and random angels don't seem to care and/or are glad to see you there helping them, since, you know, they were fated to lose that battle.
