I think it helps quite a bit to perceive Necromancers outside the "traditional" perception of what a necromancer is. I never really thought of them as Warlocks as traditional fantasy does, but more like how it's described with the "Abhorsen" books.
I havn't really gotten much into Witch Doctors yet, except for the Umbaru-connection to the Goatmen (which I'm sure we'll hear more about over the course of the D3 story), but the whole balance of things seems to be a recurring theme for the current heroes - the monk talks quite a bit about it as well. However, this is only really their "goal", not really their powers. Then again, there's a lot of general "balance"-thing going on in the Diablo universe after the whole Nephalem-thing got elaborated.
TL;DR: I have no clue whether or not Witch Doctors are "magically-related" to Necromancers. Both options have merit, really.
