Granted, he is not a Prime Evil but what is more powerful than a Lie? A lie can turn friends against each other, a lie can drive nations into chaos, a lie can bring others into the fold...What can be more evil than knowingly deceive an individual to meet your own ends?
He's not on the list, but Belial gets my vote. After all, he is one of two Demon Lords to not be defeated in the games. Possibly because his lies maneuvered him into position behind his brothers to avoid death and gain their greater power. After all, Palpatine didn't become Emperor by going out and getting his hands dirty. He lied and tricked the galaxy to destroy itself and the jedi and end with the masses exalting him to power.

Andariel isn't dead, she was just banished back to Hell- Drognan tells you that when you first get to Act 2, and I believe Cain also mentions it.
Also, Baal isn't dead, only physically destroyed. It never mentions his soulstone being destroyed, so he could quite possibly be alive.

Since evil is not the same thing as power, we cannot base it on the abilities of the Prime Evils in-game, since that's power, and also sometimes it's not on par with the actual story. You also can't base it off of Diablo being on the cover, that doesn't mean anything. Baal is on the cover of the LoD box.

I think the problem that Mephisto exploited greatly in the Kurast area is that people of that area have a high for the magical arts. The area is full of Shamans, Sorcerers, Alchemists, etc. Even if the Zakarum priesthood did not employ the demonic magics, I'm sure that they still used magic for healing, if not in defense and in maintaining the once-beauty of Kurast. Mephisto is the more magically-inclined Prime Evil, if I'm not mistaken, and so he probably used the lure of the power of the dark magics to control them ever so slowly, which I think is what the Compelling Orb was- demonic magic. Just a round-about guess.

Baal also decimated the entire northern reaches of Sanctuary, besieged Harrogath, and destroyed the other fortresses. He also managed to convert Nihlithak so that he would bring him the Relic of the Ancients.
Oh, yes, and don't forget both Baal and Diablo fought Tyrael and left him locked up in Tal Rasha's Chamber. (Baal literally ripped the Azure Wrath from Tyrael's hands, lol.)
If you mean power, I'd say Baal- he's obviously more powerful (hence being the Lord of DESTRUCTION.)
If you mean cruel and cunning, I'd say Mephisto- just look around his Durance and you'll notice all the torture devices, the mounds of mutilated corpses, and the huge pools of blood.
I'd say Diablo is somewhere in the middle, but rightly so- as in I'm not saying it makes him any lesser than the other two, because I see that as part of his strength.
I don't know, if anyone could make it not seem like a cliche, Blizzard could. Although, I would be fairly annoyed if Diablo was someone born again, I mean, he survived the first game, barely, and clearly was reduced to ashes in the second one (physically) and then his spirit/power was destroyed when his soulstone survived. If anything, a reincarnation of Diablo would be the worst cliche.
Was something like that ever hinted at? That would be rather interesting to see, a trinistone...lol.. (yes, I realize that their stones, except Baal's, have all been acountably destroyed in the game, but I don't really know anything about them outside the game. I haven't been priviledged to read the books yet.)
