Blizzard will eventually add something called the Diablo Remote App, similar to the WoW Remote App, but... Otherwise, mods are strictly prohibited by the ToU.
Which, to clarify, will still only deal with your personal Diablo account, right? So this still will not provide for an online version of the AH that can be scanned.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

At present it doesn't look like there will be anything to track information similar to WoW Ah addons, just in line with their policy of not allowing any UI modifications.
I assume another reason is that it ensures that the amount of information any one player possesses about the AH will be rather similar. This will ensure a more fair and effective trading environment for everyone.
