One question, why does the Witch Doctor have fire spells, to be honest, I do not like it, not one bit, it makes almost no sense.. I always loved being the offensive frost / fire, maybe the switch for arcane and lightning why not, but other than that, I always assumed fire to be more offensive than anything...
For Wizard being the most offensive, and Witch Doctor, more being (in my opinion) the poison/curse etc. I do not see why Witch Doctor should get fire.. not only that but where does the idea of Fire + Witch Doctor come from?
Based on real world witch doctors, I do not see the reason witch doctors should use poison. Witch doctors are supposed to be healers hence their "doctor" title. In the real world, they help those who have been supposedly bewitched.
Anyone who knows how to cure poisons knows how to make poisons.

Smite is the best melee skill in D2 and it's on the tier 1.
Raise skeleton is the best summon skill in D2 and it's on tier 1 too.
Amplify Damage is the best debuffing skill in the game and it's on tier 1.
Out of the 6 skills archetypes (buff, debuff, ranged attack, melee attack, summon, AoE) 3 are on tier one.
Do a first tier spell maxed can be effective at the end game? Sure.

Wizard do not use many elemental spells because she's interested in a "higher" tier of magic, like scyber said. And this "higher" tier includer "weather" spells. For some reason, in diablo lore, weather are difficult to manipulate with magic (maybe for the same reason weather is difficult to deal with scientifically).
Obviously Fire does not fit in the "weather" magic part, but wind, cold and lightning do.
Now the witchdoctor + fire fits very well. If you play attention every single shamanistic creature in Diablo use fire as element. Why ? Because people from tribal civilization often worship fire.
Also, the witch doctor are kinda like a primitive alchemist. He doesn't directly conjure elements from other planes, he uses special spiritual powers and alchemical reactions to produce his spells (thats why he throw a potions or summon spiritual animals to use his powers). And poison and fire are naturaly the two element of choices for a character like this.
In other words Wizards are tied to Conjure, Weather, Time/Space magic and the witch doctor to Chemical, Animal, Spiritual and Undead magic.
