So, I don't believe demonic summons would be viable for a character.
You think The sorcerer and Horazon had the same power, Horazon was able to create a different dimension, that makes me think he is extremely powerful, and that's why I think other people should be able to control demons if they are powerful enough.
I didn't say that the Summoner created the Arcane Sanctuary, I said he used demons to defend it, which ended up destroying him because he became a slave to the will of Hell. I also never said they were the same person.
Horazon's death's source is unknown, but it's safe to assume his meddling with demons, which caused equally disturbing events in all the other people I mentioned which you neglected to acknowledge, did him in.
We don't know that hes dead. When did it say he was dead? There's a possibility that he was doing some other shit when the Sorcerer came into his sanctuary.
And I know you didn't said that The Summoner created the Arcane Sanctuary, I was just giving other peeps some info on Horazon, and how he was one of the few mortals to Control Demons, and you did not mention him.
I thought the sorcerer was already corrupted and went mad after trying to gain Horazon's power. I might be wrong though, but him failing to control demons does not rule out the possibility of others controlling them, perhaps he was weakened after the battle in tristram?
But Horazon managed to use demons without getting corrupted, maybe we could use a secret disciple of him or something like that.

I'm not entirely sure how the Witch Doctor is compared to the Necromancer of the past, but so far the trend has been the same- summons are limited to undead, strictly. It's noted in the lore of, I think, every class of the previous games that involvement in the exploitation of demonic magic and/or demons, themselves, often leads to corruption (not just limited to in a Paladinic sense), and as such, this isn't a method used by the heroes.
Many characters in Sanctuary have tried to use demonic magic for good and were subverted by it, including, but not limited to, The Summoner, Nihlithak, The Countess, etc.
In fact, it's been noted that the Summoner had been using subverted demons to guard his Sanctuary and was subverted, thereof, rather indiscreetly, by NPC's in Act II, and in lots of monster lore, including that of the Imp (which first comes to mind- check the Arreat Summit for complete details), that they allow themselves to be summoned for the soul purpose of corrupting the summoner.
So I don't think we're going to be seeing enslaved demons as summons. However, I'd imagine a great deal of undead summons are definitely not out of the question.
Horazon is the one that created the Arcane sanctuary, The Summoner is the sorcerer from Diablo 1 that manage to get in this place by going down to the hareem. The creatures in the Arcane Sanctuary where the ones Control by Horazon to guard his place. The Summoner was not controlling them, I guess they didnt atack him cause he was evil and I think that he was the one that allow Diablo travel to Tal rasha tomb by opening the portal that lead to the Arcane Sanctuary.
So in conclusion it is possible to control demons, Horazon did it, You just got to be an uber powerful sorcerer.
